Amar Varma, a program executive for All India Radio, is stranded at Haflong railway station during a heavy monsoon night while awaiting the Barak Valley Express. He tries to strike up a conversation with a mysterious woman, and a gust of wind blows away her shawl, revealing her beauty. He approaches her and, after an awkward exchange, she boards the next train with three male passengers and disappears into the distance.

Arriving at Silchar, Amar spots the same mysterious woman. She claims she cannot recall meeting him before and largely ignores his attempts to engage. He persists, and when she asks for tea, their exchange lingers as she boards another train.

As part of his news reporting for the 50th independence celebration, Amar interviews many Assamese citizens and even a regional extremist chief. The chief blames the Indian government for human rights violations and poverty, insisting that Liberationists will not enter dialogue. The interviews establish the political heat in the region.

Back in the studio, Amar recounts his encounter with the enigmatic woman over the radio broadcast for his assignment. The broadcast reaches listeners, and Meghna hears it, linking their fates across distances. The moment marks a turning point where personal narrative intersects with national news.

Meghna tells Amar to leave her alone, but he persists in following her. They exchange tense words, and she finally reveals that she is married. The admission deepens Amar's fixation as he pursues her despite the warning signs.

Two men beat Amar unconscious in what appears to be a staged confrontation. He learns they are reportedly Meghna's brothers, and that her claim of marriage was a lie. The attack exposes the danger surrounding Meghna and hardens Amar's resolve to uncover her truth.

Amar bribes a post office clerk to obtain Meghna's contact details and travels to Leh to cover the Sindhu Darshan Festival. There, a suicide bomber is chased and shot dead by Indian forces, while Amar unexpectedly spots Meghna again. The events blend journalism with the growing terrorism plot.

As Amar and Meghna board a bus, military officers thoroughly check every passenger before departure, signaling heightened security. Amar wakes in the desert to find Meghna gone, leaving him heartbroken and searching for answers. He returns to Delhi to resume his life, carrying the memory of a love that can never be. The separation marks the film's emotional pivot toward mounting danger.

Back in Delhi, Amar's family introduces Preeti Nair from Kerala as a potential bride. On their date, Amar spots one of Meghna's associates, Kim, and chases him through Connaught Place. The pursuit ends with Kim taking a cyanide pill and dying, triggering a police investigation and a transfer of the case to the CBI.

Meghna shows up at Amar's engagement party, asking for shelter and a job at his All India Radio office. She remains on the run, slipping into Amar's life as the CBI intensifies its search. The relationship becomes entangled with a broader Liberationists plot.

Amar learns Meghna's alias Moina and her history as a rape victim during army actions, which she uses to justify her cause. She describes villages burned, families destroyed, and vows justice and liberation through violence. The fear and sympathy blend, making Amar doubt his stance toward her.

Moina, prepared for her role in a suicide attack, asks Amar for a future together, but she remains committed to the mission. They embrace as the explosive device detonates, killing them both and leaving the nation to confront the tragedy. The film ends on a note of love entwined with political violence.
