FBI agent Jake Malloy tracks a serial killer who targets police officers in Seattle. The killer phones Malloy at his own home and taunts him about a prior prostitute-murders case. The call turns personal when Mary, Malloy's girlfriend, is killed, setting Malloy on a dangerous, downward spiral.

Malloy confronts grief and guilt after Mary's murder. His drinking worsens and he attempts suicide, prompting his best friend to intervene. The case shifts from pursuit to personal vendetta as Malloy's life unravels.

Hendricks arranges for Malloy to enter a rehabilitation program for law enforcement officers run by Dr. Doc Mitchell. Malloy voluntarily checks in, hoping to stem his spiral and regain control. The snowbound clinic becomes a claustrophobic backdrop to his recovery.

Hank, Manny, and Gilbert volunteer to drive through the storm seeking outside help, but a crash in the ice becomes a nightmare. Manny is killed, Gilbert escapes, and Malloy hurries back to the clinic with Jenny. The remaining residents face a deeper fear as the killer manipulates the power.

The killer sabotages heating and power, electrocuting McKenzie and turning the clinic into a frozen tomb. Malloy grows convinced that a killer is impersonating a cop, blurring the lines between ally and suspect. He begins assembling clues that point to the true perpetrator.

A trail of clues leads Malloy to Slater, an orderly who has been watching the officers and exploiting the siege to kill cops encountered on patrol. Although Malloy clears his own name, Slater’s rampage continues to threaten everyone. The investigation intensifies as Malloy counters the deceptions.

Malloy follows the trail into the tunnels beneath the facility while Hank and Noah gather logs to restore heat. Slater lures Malloy into danger while Jenny and the others guard the exits. The tense pursuit tightens the claustrophobic mood as the siege closes in.

In a brutal showdown, Malloy confronts Slater and defeats him with a decisive strike that impales him on the spikes of a snow machine. Jenny regains consciousness and helps Hendricks reach safety, tipping the balance toward a hard-won escape from the snowbound nightmare.

As the storm clears, Malloy places the ring he once shared with Mary on a tree branch as a quiet memorial to the ordeal. He walks away with Hendricks and Jenny, ready to face a new chapter beyond the storm and its traumas.
