In the sweltering summer of 2005, New Orleans was left battered, its residents grappling with the aftermath of Hurricane Katrina. Amidst the rubble and the mounting despair, four friends—Blink, Miracle, Andre, and Junior—prepared for Blink’s upcoming wedding to Demyra. What should have been a moment of joy quickly faded into the background as they fought against the realities of life in the crime-stricken Lower Ninth Ward.
Blink, an ambitious graphic novelist, had dedicated countless hours to his magnum opus, “Cut Throat City.” Yet his dreams were abruptly crushed when publishers turned him away. Frustration mounted as Blink and his friends sought out FEMA assistance, only to be met with silence and indifference.
In this dire landscape of poverty, Blink found himself making a fateful decision: to work with Lorenzo Bass (T.I.), a merciless local drug lord who offered them a risky yet enticing opportunity—to rob a casino. The heist unfolded chaotically, with security rushing in like a storm, and the friends barely escaped with their lives intact.
The aftermath was harrowing, leaving them as fugitives with the tragic loss of Andre, whose death cast a shadow over their already precarious existence. As they grappled with their circumstances, they turned to Reverend for help in dealing with Andre’s remains, while Blink’s relationship with Demyra began to unravel under the weight of their shared desperation.
In an unexpected twist, Bass insisted that Blink “walk the plank” by confronting a caged raccoon, leading to chaos when Junior diverted the situation using a dog whistle to summon his Rottweiler. A brutal confrontation ensued, with Bass’s violent response leading to further escapes for the trio.
Meanwhile, Detective Lucinda Valencia was tasked with unraveling the casino heist but faced obstacles due to corruption within the police force. As the situation intensified, Demyra was harassed by Bass’s thugs, prompting her to seek help from Alderman Jackson Symms, whose wife she had previously cared for; she aimed to entangle him in her plight.
Seeing a chance for his own gain, Symms agreed to intervene for Demyra, arranging a meeting with The Saint, a fearsome crime lord. As Blink delved deeper into the treacherous underbelly of New Orleans, he realized Bass’s influence was far-reaching and menacing.
Eventually, Detective Valencia encountered Blink in a shocking moment—her horror evident at his bloodied state. However, a conversation with Symms provided her with clarity, transforming her sense of duty from mere investigation to genuine compassion for Blink’s struggle.
As Blink, Miracle, and Junior embarked on a spree of minor thefts, driven by desperation and the desire to draw The Saint’s attention, their efforts bore fruit, though not without repercussions. Lawrence discovered their shady financial gains, prompting an eviction notice that sent the trio on a quest for new opportunities. A daring visit to a degrading strip club resulted in their capture by Detective Courtney and his team, eventually delivering them into the hands of The Saint, who was intrigued enough by their audacity to offer them protection in exchange for regular payments.
Back in the Ninth Ward, Detective Valencia concluded her investigation, encouraging Blink to redirect his talents towards his artistic dreams rather than the life of crime. At the same time, Symms secretly conferred with The Saint to discuss the trio’s predicament.
As time went on, our protagonists found themselves stuck once again in the throes of hardship. Blink devised a bold plan to rob a FEMA office, but tragedy struck when Miracle crossed a line by taking the life of a security guard, igniting chaos that resulted in what seemed to be their violent demise. Yet, in a surprising twist, Blink surfaced from this turmoil, ultimately celebrating the launch of his graphic novel alongside Valencia, who expressed her gratitude for the chance he had earned.
As the credits roll, Symms is seen at Andre’s grave, making contact with Courtney for a dark conclusion, effectively sealing the fate of the detective as he aims to establish his partner in crime as the new authority over the Lower Ninth Ward—a chilling affirmation of their insidious rise amidst a landscape of crime and betrayal.
