Yabuike attends a hostage situation in the city where an MP is held at gunpoint. The captor's ransom note reads 'Restore the Rules of the World.' When Yabuike has a chance to shoot, he hesitates, and the situation ends in tragedy as the MP is killed by the captor and the captor is killed by police.

Due to his hesitation, Yabuike is suspended from duty and removed from active duty. He wrestles with the moral weight of the outcome, feeling he could have saved both men. The suspension marks a turning point in his career and perspective.

He is dropped off in the middle of a mysterious forest as part of an unknown assignment. Soon he realizes he is far from the city and must navigate a different kind of conflict. The forest clearing becomes the new arena for competing loyalties.

In the clearing, Jinbo advocates poisoning the Charisma tree to restore the forest to its original condition. Kiriyama, a former sanatorium patient, argues that destroying the forest would be worse than saving a single tree. Their debate sets the terms of the central conflict and invites Yabuike to decide.

Other military figures arrive with their own stakes: some want to seize the tree as a collectible, others want to preserve or destroy it. Yabuike becomes the focal point whose decisions determine the fate of all parties. The balance of power shifts as alliances form and shift.

The militia forcibly takes the Charisma tree from the clearing. Yabuike realizes the stakes have escalated beyond a simple argument and prepares to reassert control. The theft triggers a tense chase and renewed negotiations.

Kiriyama, with Yabuike's assistance, recaptures the stolen tree. The act temporarily restores order but cannot settle the larger questions about the tree's fate. Tension remains as the dispute rages on.

Jinbo burns Charisma in a calculated act to force a decision. The blaze devastates the grove and underscores the fragility of the forest and its inhabitants. The destruction foreshadows the emergence of a new, larger tree.

After the fire, a new, bigger tree appears in the clearing, possibly similar to Charisma. Yabuike confronts the implications of this phenomenon and begins to see the dispute as more than about a single tree. He realizes the forest and its people are part of a larger, living system.

Yabuike refuses to accept a false dichotomy between saving the individual tree and saving the forest. He argues that life and death are entwined and that every tree stands within a larger forest. This shift reframes the choices facing all parties.

The militia leader takes Jinbo hostage, using her as leverage to force compliance. Yabuike acts decisively to protect lives, showing leadership beyond slogans. The moment tests his resolve and cements his role as mediator.

Yabuike shoots, but does not kill, the militia leader to prevent Jinbo's death. He then makes his way back toward the city to seek treatment for the injured militia. The final scene shows the city in flames, underscoring the human cost of the conflict.
