Casper is too friendly with a boy named Jimmy Bradley and fails to scare enough humans, which draws the ire of Kibosh, the King of the Underworld. To keep him from banishment into the Valley of the Shadows, he is enrolled in Scare School, headed by the two-headed headmasters Alder and Dash. There, he befriends Ra, a mummy with unraveling issues, and Mantha, a zombie girl who keeps falling apart, along with Cappy, a pirate who ferries them to the school, and his parrot Beaky.
There they learn to maintain the Balance between scaring fleshies enough to keep the Underworld from overrunning the living world, and not scaring them so little that the creatures rise up and dominate. Casper’s first three lessons earn him detention, while the school bully, a vampire named Thatch, and his cronies spy on him, hoping to sabotage his progress.
Casper, feeling unable to cope with the pressure to be scary, decides to head to the Valley of the Shadows alone, convinced that the Balance can survive without him. There he discovers the Valley is a colorful garden and meets his great-aunt Aunt Spitzy and other banished inhabitants who refused to scare humans.
Back at the main world, Alder and Dash plot to use a petrification potion to turn Kibosh into stone and seize control of the Underworld and Deedstown. They test the potion on the Ghostly Trio — [Stretch], [Fatso], and Stinkie — who arrive after Casper’s disappearance, before inviting Kibosh to join them in their scheme.
Casper’s friends rush to warn him and discover they can leave the Valley, then head to Deedstown to stop Alder and Dash from carrying out their plan. The headmasters are persuaded to abandon their coup by their “aunt and uncle in one,” Belle and Murray from the Valley of the Shadows, and Kibosh ultimately allows the creatures to be friends with fleshies once in a while. He also shares with Casper that he once had two human friends and shows him a photograph, underscoring how hard growing up and learning to be scary can be—even for a ruler of the Underworld.
Meanwhile, [Cappy] and Beaky soar over the soccer field, while [Thatch] swabs the deck as punishment for his actions.
