As Detective Sal Procida navigates the claustrophobic space of his sedan, a palpable sense of desperation overwhelms him. A hasty conversation with Carlo Powers comes to an abrupt end when Sal’s hand trembles on the trigger, forcing him to aim at his former acquaintance before seizing a duffel bag brimming with cash and making a frantic escape. Later, he seeks refuge in the confessional, baring his soul to a priest about the murder he’s committed while lamenting his dire financial situation. With his wife expecting twins, their already cramped living conditions have devolved into a health hazard due to rampant mold growth, endangering the well-being of their four other children.

Sal believes he has found the key to relieving his monetary troubles through a larger home purchase, enabled by a woman indebted to him. Yet, the down payment deadline looms just days away, leaving him woefully short on cash. Using his expertise as a proficient narcotics detective developed through years of service with the New York City Police Department (NYPD), Sal resorts to pilfering drug money from police raids, diving deeper into a murky pool of moral decay.

Meanwhile, Officer Edward “Eddie” Dugan is merely weeks from retirement after 22 unremarkable years on the force. Despite the upcoming liberation, Eddie finds himself regrettably assigned to mentor a rookie, amplifying his own existential dilemmas. Battling with his heavy drinking habit that sees him reaching for the bottle even before dawn, Eddie’s days are plagued by suicidal thoughts and an unquenchable thirst. The only person he connects with amidst his turmoil is Chantel, a sex worker whose services he’s become dependent upon.

On the opposite side of the city, Officer Clarence “Tango” Butler is entrenched in the fight against drugs as an undercover officer. Frustration intensifies as he grapples with the unwanted attention targeted at him, a black man driving a sleek black BMW. After years of unfulfilled promises of promotion to a coveted desk job, Tango faces the dilemma of betraying his close friend Caz Phillips, a notorious criminal recently released from federal prison. Federal Agent Smith tasks Tango with orchestrating a drug deal designed to facilitate Caz’s arrest and send him back to prison.

As Eddie muddles through his final weeks, grappling with his rookie partner—a former Marine Corps veteran whose disappointment in Eddie’s cynical demeanor deepens—tragedy strikes when the young officer is slain in the line of duty. A second rookie partner follows suit, their inexperience resulting in an accidental discharge that leaves a teenager facing a grim future. Amidst the aftermath, Eddie’s conscience stirs, but he adamantly refuses to twist the truth for the sake of his reputation or to shift blame onto the unsuspecting teen—even as Internal Affairs investigators press him to do just that.

As Tango’s attempts to warn Caz fall on deaf ears, they are suddenly thrown into chaos when gunfire erupts from Red, a ruthless gangster Tango had previously confronted. In the unfolding chaos, Caz is shot under Red’s merciless orders, igniting Tango’s rage. Meanwhile, Smith’s bigoted remarks and reluctance to pursue Red only serve to amplify Tango’s fury, leading him to lash out, but officers quickly restrain him.

Sal’s unit receives orders to back off from their latest raid, yet his resolve to secure cash for his dream home pushes him to act independently. Despite Detective Ronny Rosario’s efforts to rein him in, Sal goes off the rails and absconds with a stash of drug money from an apartment. At the same time, Eddie has hung up his badge and seeks out Chantel, only to be rejected when he proposes that she accompany him to Connecticut. While sitting in his car, contemplating his bleak future, destiny knocks when a missing person’s report captures his attention.

With Sal closing in on the Van Dyke housing projects, Tango arrives at the scene, hell-bent on confronting Red. Unbeknownst to Sal, he is on the brink of plunging into a deadly trap. After eliminating three drug dealers and seizing their ill-gotten gains, Sal finds himself under gunfire from a young man who had earlier eyed him suspiciously.

Tango, leaving one wounded dealer alive, sets his sights on Red, chasing the injured gangster onto the open street. Just as he is about to deliver the final blow, Rosario mistakenly shoots Tango, believing him to be a criminal. The realization of his error hits Rosario too late, and he quickly calls for an ambulance, leaving the injured detective to continue the search for Sal.

Meanwhile, Eddie is investigating a lead that takes him deep into the Van Dyke projects, where he uncovers a horrifying sex slavery operation hidden in the basement of one of the buildings. With his cop instincts fully awakened, Eddie apprehends one perpetrator and confronts another. When the second refuses to comply, Eddie reacts, delivering a decisive shot to the chest before engaging in a brutal struggle that concludes with him strangling his opponent with a zip tie. As emergency responders arrive to take control of the situation, Eddie walks away, the heavy burden of what he has witnessed weighing down on him.
