Mr. Kaito, head of the Kaito Group, aims to absorb the Shirane Group and the Yokomizo Family to become the largest faction within the Tenseikai Syndicate. His objective is to secure the hospitalized leader's succession, ensuring his own control over the syndicate.

Kaito enlists Mizushima and Muroi of the Shirane Group to support his takeover plan. He promises Mizushima that he will become the leader of the Shirane Group if they help expand Kaito's power.

Muroi hires Shinozake to assault hostesses on Yokomizo turf, escalating tensions between factions. Shinozake is killed by the Higuchi Gang, triggering a retaliatory response within Yokomizo controlled territory.

Higuchi Gang reprimands Yoichi Higuchi for the violence, while Mizushima and Muroi hire an outside assassin, Numata, to kill Yokomizo Takanori and frame the Shirane for the act. The plan is presented as a way to destabilize rivals and realign loyalties within the syndicate.

Mr. Kaito mediates on behalf of the Tenseikai, but Tsuchiya of the Yokomizo does not accept the initial offer. The rejection reveals the fragile, shifting alliances and the hardening of factions.

Mizushima and Muroi propose luring Shirane Kozo to a pre-arranged meeting where Yokomizo soldiers will kill him, allowing Mizushima to assume Shirane leadership. At the same time, Tsuchiya and Mizushima would swear brotherhood under Kaito, paving the way for Kaito to take control of the Tenseikai.

Kunihiko Kenzaki of the Higuchi Gang is dispatched to kill Shirane Kozo and completes the mission without interference, raising suspicions that the hit was arranged from inside the organization.

Shortly before Mizushima and Tsuchiya swear brotherhood under Kaito, the Higuchi Gang cuts ties with the Yokomizo Family, signaling a major realignment of loyalties. This severance underscores the power shift underway.

Kunihiko and the Kenzaki Squad kidnap Muroi and force a confession on tape about the entire scheme. They threaten to release it to coerce Tsuchiya, but Yoichi Higuchi has already resigned to the new arrangement.

Mizushima and Muroi decide to trade Muroi back to Shirane for 50 million yen. Numata shoots Yoichi to prevent exposure and ensure the plan proceeds.

Mr. Torii becomes the new head of the Higuchi Gang, and Kunihiko disbands the Kenzaki Squad, distributing 20 million yen among his men. Kunihiko then travels to a barber shop and kills Mizushima.

The Yokomizo Family Executive Committee hears Muroi's taped confession, expelling Mr. Hirata for involvement and suspending the Higuchi Gang until further notice.

Numata kidnaps Kunihiko's soldier Sakuraba, triggering a tense pursuit through the woods. Kunihiko, Otomo, and Hitoshi rush to his aid as Numata kills Yoshio and Sakuraba dies during the standoff.

In the climactic duel, Kunihiko defeats Numata; Otomo sacrifices himself to shield Kunihiko, and Kunihiko ultimately kills Numata. The survivors, Kunihiko and Hitoshi, drive out of the yakuza headquarters with a lit stick of dynamite.
