Om Prakash Aggarwal, a Motor Vehicle Inspector (MVI) based in Bhopal, is a devoted admirer of film actor Vijay Kumar. The story follows a close tie between law and show business as Vijay gears up to leave for the United States with his wife Naina to be present at the birth of their baby, a move that stalls the production of his next film, “Falak Tak”, which has already run over budget. The climactic moment, a crucial shoot on an Indian Navy–leased piece of land, remains incomplete, and the team suddenly discovers a snag: Vijay’s driving licence is missing. The lapse threatens the entire wrap of the film, and pressure from the producer to finish on time intensifies the tension.

A clerical error during a move between RTO offices blocks Vijay from applying for a duplicate licence, and time is running out. In a bid to keep the project on track, a political ally arranges a discreet meeting with Om, hoping he can speed up the licence process. Om agrees to issue a licence illicitly without Vijay having to sit the usual driving test, but under one condition: Vijay must come to the RTO in person to provide proof in case of any inquiry. This delicate arrangement sets off a chain of events that pull in other players and lift the lid on how far people will go to protect their fame, power, and ambitions.

Meanwhile, Vijay’s professional rival, Suraj Diwan, is scheming to undercut him through occult means, adding a spiritual threat to the practical one. Even though Vijay worries that an in-person visit to the RTO could expose his scheme, he decides to take the chance, hoping that a less conspicuous appearance might minimize scrutiny. But a public storm is brewing. Vimla Tiwari, a local corporator, feeds misinformation to a TV reporter, claiming that Vijay has been driving without a licence. The false news travels quickly, igniting fury among fans and the media, and Vijay’s reputation takes a nosedive. In a moment of public fiasco, Vijay confronts Om, scolding him in front of Om’s son and colleagues, accusing him of leaking the story. The damage is done, and Om retaliates by portraying Vijay as arrogant and licensing-hungry, deepening the rift.

The situation worsens when Suraj’s faction orchestrates a violent backlash: a hit-and-run attempt aimed at Om, organized by Suraj’s fanbase, is followed by a masked gang throwing stones at Om’s house. Om’s son sustains a head injury, which makes him fear that Vijay’s men were responsible. The personal and the political collide, and Om’s suspicions about Vijay reach a fever pitch.

With the crisis stretching on, Vijay reluctantly agrees to cancel his US trip at the producer’s insistence. A sense of urgency surrounds the family’s health because Naina requires surgery, and a flight is arranged to get to her on time. In the midst of these personal pressures, Vijay makes a tense phone call to Om, vowing to stand up for what is right, while Om and his wife Minty corroborate that Vijay’s involvement in the incident was not proven beyond doubt. The police inquiry concludes without a charge against Vijay because the evidence remains inconclusive, leaving everyone to grapple with ambiguity and rumor.

Protests and media attention surge as Om and his family stage a Satyagraha in front of Vijay’s residence. Amid the noise, Vijay takes the bold step of declaring his intention to attend the test under Om’s supervision, inviting open attendance by the media and even allowing a live broadcast. What follows is an extraordinary shift from the expected: the computer-based learner’s test is replaced by a direct question-and-answer session with Om, challenging Vijay with unusual and difficult questions. Despite the pressure, Vijay passes the learner’s test, though Suraj’s involvement remains mysterious until his confession is secretly recorded by a fellow actress who hopes to share it with Vijay.

The tension deepens when Om’s son is bullied by Vijay’s fans at school. Om resolves not to send him to school until there is some sign that Vijay’s supporters have chilled, and he executes a cautious plan to keep his family safe while the licensing drama continues. Meanwhile, Naina’s medical situation intensifies, and a surgery date arrives just as the practical assessment day is scheduled. Vijay completes the “H test” with steady competence, but Om marks petty mistakes and fails him—an outcome that is later overridden by a supervisor who recognizes the overall merit and passes Vijay. Still, Om delays the road test to obtain more time for a full review, setting the stage for a fateful waiting period.

Two days later—and on the day of Naina’s surgery—Vijay publicly declares that he will forfeit driving forever if the situation cannot be resolved, even hinting at retirement from both acting and driving if necessary. The crowd swells into a frenzy, and there is a real danger of lynching Om; yet Vijay intervenes to save Om and escapes with him, seeking a path to clarity and reconciliation. As the two families begin to clear the air, Om reveals a surprising twist: Vijay’s licence was safely kept in a gift box that had been discarded in the RTO, a mislaid piece of evidence that explains the earlier confusion. This revelation prompts a renewed dialogue and gestures of forgiveness between the rival camps.

Back at home, the two men work toward healing old wounds. Vijay invites Om and Minty into his house, where he rebukes Suraj and Vimla for their roles in the mess and practical misdirections, choosing to mend what has been damaged. A few days later, before Vijay’s departure for the airport, the media press asks about the reconciliation, and Vijay publicly states that he has reclaimed his licence and that the two sides have found a way to move forward.

In the end, Vijay climbs back into his car and heads toward the airport, a symbol of his renewed commitment to his craft and to a more measured, responsible path.
