Gary De'Snake is a pit viper and the great-grandson of Agnes, Zootopia's true founding figure. He orchestrates the conspiracy to reclaim his family's legacy by exposing how Ebenezer Lynxley forged the weather wall patent in his own name and drove reptiles out of the city. Gary's goal is to restore reptiles to Zootopia and prove that his ancestor Agnes was the real inventor of the weather walls.

The journal contains the original weather wall patents proving that Agnes, Gary's great-grandmother, was the true inventor of the weather walls, not Ebenezer Lynxley as the city believes. Ebenezer forged the patent in his own name, frame Agnes for his crimes, and expelled reptiles from Zootopia to expand his own territory. The patent was hidden inside a music box in Agnes's home in Reptile Ravine.

Pawbert feels neglected by his father Milton Lynxley and desperately seeks his approval and acceptance within the family. After helping Judy escape the collapsing house, he injects her with snake venom and attempts to seize the patent for himself, hoping this achievement would finally earn his father's affection. The Red Line is a deadly underwater tunnel that serves as a passage through Zootopia's weather wall system. Only reptiles can navigate it safely because they have adapted abilities to survive underwater for extended periods, while mammals cannot survive the dangerous conditions. Judy and Nick must traverse it to reach the mountain where the truth about the patent lies.

The carrot pen, a reminder of their victory against Dawn Bellwether, becomes a symbol of their partnership throughout the film.
