An American freighter carrying a clandestine weapons-technology cargo is hijacked by Sin and his pirates as it nears Taiwan. Sejong, a South Korean Naval Intelligence officer, is dispatched to pursue leads on the hijacking. He meets a black market contact in Thailand who hints at Sin's network, but the meeting turns sour and motivates Sejong to track Sin toward Busan.
