In 1935, U.S. Narcotics Agent Michael Barrows is tasked with locating a freighter believed to be smuggling drugs. He and the Coast Guard pursue the vessel along the California coast and witness the captain dump a hundred chained laborers overboard to drown as the ship slips beyond the 12-mile limit. Horrified by the atrocity, Barrows vows to smash the narcotics ring at any cost, even if it means crossing the world.

Stung by the massacre, Barrows resolves to take down the drug ring regardless of bureaucratic orders. He prepares to chase leads across oceans and continents, driven by a personal sense of justice. His determination marks the start of a dangerous, borderless investigation.

The trail winds to Shanghai, where Lum Chi Chow has obtained information from a dying man who escaped a slave-labor camp growing poppies. The information suggests a bustling network smuggling raw opium into the city for processing. Barrows begins piecing together connections that span continents.

In Shanghai, Barrows meets Ann Grant, a recent widow, who is trying to send the orphan Chinese teenager Shu Pan Wu to safety in the United States. Shu Pan Wu is revealed to be entangled with the drug ring, complicating Barrows' mission. The meeting sets up personal stakes amid the wider conspiracy.

Investigators discover a drug-processing lab hidden beneath the business of Nicholas Sokim. Realizing he is cornered, Sokim commits suicide rather than face arrest or reveal the extent of the operation. The Shanghai chapter of the ring begins to unravel.

With the trail growing cold, Barrows travels to Egypt to find the hidden poppy fields. He teams up with British Commissioner Lionel Hadley and French Commissioner Lariesier to track down the source of the supply. The search leads them into arid landscapes where the narcotics network appears to originate.

Barrows learns the irrigation system for the poppy fields was installed by Ann Grant's late engineer husband, linking Ann's circle to the supply chain. The investigators close in on land controlled by the field operators, intensifying the conflict. Binda Sha senses the net tightening and makes a desperate move.

When Binda Sha realizes he has been compromised, he throws himself off a cliff rather than face capture. The revelation of the field’s ownership accelerates the ring’s exposure. The Egyptian portion of the operation collapses as the authorities close in.

Meanwhile, unprocessed drugs are smuggled to Beirut in the stomachs of camels. The camels are slaughtered and the drugs retrieved, illustrating the brutal lengths to which the network will go to avoid detection. This leg of the operation shows how far the ring’s reach extends.

The narcotics are concealed in butter containers aboard a ship bound for New York via Havana, overseen by Naftalie Vrandstadter. The shipment travels a long route designed to evade interdiction and to confuse investigators. Barrows follows closely, gathering clues across multiple continents.

Barrows boards the vessel and again encounters Ann Grant and Shu Pan Wu, who has begun to display a complicated mix of trust and scheming. The presence of Shu Pan Wu on the ship deepens the tension as the team closes in on the drug cache. The voyage becomes a battleground for control of the operation.

As the ship nears New York, the drugs vanish beneath a cover of fire. The hoist of deception is aided by treated ropes that part after a set time, allowing the bundles to surface later for retrieval. Barrows and his agents scramble to locate the missing cargo before the operation can slip away again.

Barrows summons the Coast Guard, who capture the drug ring's boat and recover the hidden packages. He takes the recovered drugs ashore along with Ann Grant and Shu Pan Wu, sealing a major victory against the network. The financial and human costs of the operation loom large as they reach the shore.

In the tense final act, Shu Pan Wu seizes a revolver and orders the crew to change course. Barrows closes in on her, and she fires blanks instead of real bullets, revealing herself as the adult leader of the ring. The revelation exposes the depth of the manipulation and the true head of the operation.
