Mobster Leung, backed by Huan Fai, sells Japanese weapons to a Chinese gang and hires smuggler Luy Fu to move them. Kim hijacks the convoy, dumping the arms at sea. Leung extorts Luy Fu to reclaim the weapons for an escape. Kim befriends officer Fan Ming, who is killed by Leung. Fan’s fiancée Ipi Feng, misled, seeks revenge, ending tragically.
