General Thunderbolt Ross initiates a meeting with Dr. Bruce Banner at Culver University to discuss a new experiment aimed at creating immunity to gamma radiation. An accidental drop of Banner's contaminated blood leads to severe medical issues for an elderly man in Milwaukee, drawing unwanted attention. This event prompts Ross to send a SWAT team to Brazil to track down Banner.

Led by Emil Blonsky, the SWAT team confronts Banner in Brazil, resulting in an intense showdown. During the confrontation, Banner transforms into the Hulk, showcasing his immense power by overpowering Blonsky's team.

After witnessing the power of the Hulk, Emil Blonsky chooses to undergo an enhancement using a serum from the same super soldier initiative. The process enhances his abilities but begins to warp his physical form and mental state.

Upon returning to the university, Banner runs into Betty, who is now involved with psychiatrist Leonard Samson. The reunion is awkward, further complicated when Ross and Blonsky's forces ambush him.

To combat the Abomination threat, Banner persuades Ross to let him go. He jumps from a helicopter and transforms into the Hulk, leading to a climactic battle through Harlem against the monstrous Abomination.
