Rocky the Squirrel and Bullwinkle J. Moose face the devastating news that their beloved television series has been cancelled in 1964. The once vibrant characters are left in a state of sorrow as they struggle to find purpose without their show.

The home of Rocky and Bullwinkle, Frostbite Falls, is threatened by deforestation. This environmental disaster results in Rocky losing his ability to fly, further compounding their grief after the cancellation of their series.

In Pottsylvania, Fearless Leader, Boris Badenov, and Natasha Fatale find themselves struggling for relevance after the Cold War. Their inability to regain power drives them to scheme their way into a Hollywood film studio, where they plot their comeback.

The villains cunningly persuade executive Minnie Mogul to sign a contract allowing them to revive their show as live-action characters. This deal marks a significant turning point as they transition from animated foes to real-world threats.

Fast forward six months, Fearless Leader and his crew establish RBTV in New York, humorously dubbed 'Really Bad Television.' Their objective is to brainwash viewers into supporting Fearless Leader’s presidential campaign.

FBI Director Cappy von Trapment recruits rookie agent Karen Sympathy to thwart RBTV's dangerous broadcasts. She sets out on a mission to rally Rocky and Bullwinkle to combat the villains’ schemes.

Karen brings Rocky and Bullwinkle into the real world, rekindling their spirit. The duo is eager to thwart Fearless Leader and take back their rightful place in entertainment.

Fearless Leader orders Boris and Natasha to eliminate Rocky and Bullwinkle. Equipped with a CDI device, they relentlessly hunt down the animated heroes, escalating the stakes of this cat-and-mouse game.

After being captured, Karen cleverly manipulates a smitten guard named Ole to aid her escape. This twist highlights her resourcefulness and determination to reunite with Rocky and Bullwinkle.

As Boris and Natasha plot to assassinate Bullwinkle, he is surprisingly awarded an honorary 'Mooster's Degree.' This whimsical event coincides with Rocky regaining his flying abilities just in time to thwart the assassination attempt.

The thrilling chase culminates in Chicago, where Boris and Natasha's helicopter is destroyed. The escalating chaos reveals the extent of the villains' desperation as they battle for dominance.
