As the police chief, Ravikant Shukla uses the airport confrontation to arrest Gajendar for his criminal activities, which he legally can do. However, he cannot provide constant physical protection to Pintoo against Gajendar's gang. Ravikant warns Pintoo that Gajendar remains dangerous, which proves true when Gajendar attacks him in town. The arrest is a legal action, but personal protection falls outside what Ravikant can guarantee.
