The film begins with Monica [Katie Maguire] hosting a television interview with a woman identified as the lone survivor of the horrific Miles County Massacre, a tragedy that left her brutally mutilated and comatose. During the interview, Monica questions the survivor about the attack, identifying the fiend as Art the Clown [David Howard Thornton]. To the chilling revelation that she witnessed Art’s demise, fervor intensifies as the interview unfolds. Meanwhile, unbeknownst to them, Art, watching the broadcast, expresses his rage by smashing the television set. Committing to malevolence, he dons his ominous clown makeup and puts together a sinister assortment of crude weaponry, preparing for a terrifying night of carnage.

Later, Monica talks to her partner on the phone, disdainfully reflecting on her interviewee while excitedly contemplating the fame that it could bring her. A mysterious call from Tom disrupts her thoughts, rendering him inaudible. Suddenly, she is alarmed by rustling clothing and checks the source, only to be brutally attacked by the beleaguered survivor, who gouges out her eyes and leaves her to perish in a pool of blood.

In another thread, two young women, Tara [Jenna Kanell] and Dawn [Catherine Corcoran], stagger home after an exuberant night of partying. Having drunk excessively, they decide to grab a bite to eat to sober up before driving. As they discuss their plans, they encounter Art, who carries his menacing bag of weapons. In a misguided attempt to flirt with him, Dawn catches the attention of Art, much to Tara’s dismay. When they briefly look away, Art vanishes.

The duo finally makes it to a pizzeria, where Tara scrolls through photos on her phone, only to be frustrated when it dies. Dawn receives a message from a guy wanting her to join him at his place, but she assures Tara she won’t comply. At that moment, Art enters, gesturing at Tara with ghastly faces. Although initially frightened, Dawn engages with him, requesting selfies, a request that Art obliges. The pizzeria owner invites Art for food, but he remains silent. After Dawn shares that their selfie is gaining likes online, Art purchases a toy ring for Tara, placing it on her finger before being ejected from the premises for filthy acts in the restroom.

As Tara and Dawn prepare to leave, they find their car’s tires slashed, leading them to call Tara’s sister, who promptly agrees to pick them up. Speculating whether Art might be behind the tire vandalism, chaos continues in the pizzeria, where a worker finds gruesome evidence that Art has made a jack-o-lantern out of the manager’s severed head, inciting terror.

Their discussions swirl around the clown’s possible malevolence as Tara rushes to the restroom. An amicable exterminator, Mike, allows her to use the facilities while revealing the building’s rat infestation.
