In 2015, Sibiraj delivers a compelling performance as Castro, a straightforward and dedicated Sub-Inspector working at the Mattuthavani Police Station. His journey begins when he takes on a harrowing case involving a missing girl who had been brutally raped and murdered. Despite facing significant resistance, even from within his own station, Castro perseveres to uncover the truth. His investigation reveals that the heinous act was committed by none other than the influential police station inspector, who attempts to bribe his way out of accountability. Unwilling to compromise justice, Castro makes the difficult decision to shoot the corrupt inspector dead, reinforcing his commitment to righteousness.

Years later, now an Inspector at Aathur Police Station, Castro is pulled back into the chaos when a new incident occurs — a missing girl near Thendral Nagar during a tense period leading up to a by-election. The case quickly intensifies when Castro discovers that the kidnapping was meticulously planned. He coordinates with checkposts to catch the culprits, but they elude capture, killing three police officers in the process. Castro deduces the color of the assailants’ vehicle and resumes the pursuit, leading to a gripping chase through the city.

The investigation deepens when Castro captures the kidnappers, only to learn that Sowmya’s body has been transferred into another vehicle, further complicating the case. During a tense phone call, the mastermind taunts Castro, claiming he can evade detection. That very night, a distress call comes into the police control room — a girl is being tortured on a bus traveling from Koyambedu to Coimbatore. Castro swiftly tracks the bus near the Kallakurichi tollgate, arriving to find a chilling scene: Jeeva, a fellow passenger, has been murdered, yet Sowmya is nowhere to be seen. The police instantly take all passengers into custody to uncover the truth.

As the investigation unfolds, Divya, Niranjana Anoop, reveals her past connection with Jeeva, sharing how they eloped after her forced marriage. She had sat beside the pregnant woman on the bus to offer her comfort. The police then scrutinize the passengers, and Maari, the bus attendant, becomes a suspect after being implicated by the others. Further inquiries bring in Dr. Daisy Rose, who appears on the bus and relieves tension by medicating Maari. However, she later apologizes to Jeeva for her concern, hinting at the complex relationships aboard.

The investigation takes a darker turn when Jeeva’s dead body suddenly vanishes from the autopsy room, only to be rediscovered later in a storeroom within the police precinct. An autopsy reveals that Jeeva was intoxicated before his murder, and additional evidence, such as Jeeva’s wristwatch, also goes missing. These clues point to a conspiracy aimed at delaying justice. Meanwhile, Castro receives a report of another girl abduction, which he actively fights to thwart — eventually rescuing Janani Narayanan, a journalist Dhileban, who had been targeted for her knowledge of the smuggling operations.

Castro’s relentless pursuit leads to startling revelations about the criminals’ tactics. The mastermind behind the crimes is uncovered as Meikappan, the owner of Iympon Travels. He orchestrated a series of illicit activities, including smuggling, to manipulate the upcoming election by kidnapping and killing a MLA. Meikappan’s ultimate goal was to rig the elections by swapping ballot boxes with fake ones filled with pre-cast votes intended to favor him. The investigation uncovers that the crime was facilitated by duplicating buses with the same registration number, used for transporting the smuggled goods and executing the murders.

The definitive breakthrough comes when Castro identifies Velu, the bus driver responsible for Jeeva’s death, who had been drugging and killing witnesses to cover up the illegal activities. Velu confesses to adding sleeping pills to Jeeva’s water and killing him with a screwdriver, but the truth is more complex. It turns out that the entire operation was coordinated by the bus owner, Meikappan, who had set up a scheme involving smuggling goods and eliminating witnesses—all orchestrated to ensure his political ambitions. As Castro closes in, Velu is executed by a prison inmate—acting on instructions from the bus owner — to destroy evidence of the crimes.

The investigation reveals that the real mastermind Meikappan had ordered the kidnapping of Sowmya, who was threatened into cooperation with his plans. His scheme involved kidnapping her father, the election officer, to manipulate the electoral process in his favor. The film concludes with Castro confronting and eliminating Meikappan, bringing justice to this complex web of corruption, murder, and political deception. Through relentless detection and unwavering integrity, Castro exposes the dark underbelly of power and greed, emphasizing that justice will always seek the truth, no matter how deeply buried it becomes.
