Several years pass as Shadowlaw rises under M. Bison and orchestrates a worldwide manhunt for Ryu. Shadowlaw deploys monitor cyborgs and other operatives to locate powerful martial artists like Ryu, Ken, and Fei Long. Ryu travels the world in search of worthy challengers, suppressing his Ki to stay hidden.

Ken Masters lives with his girlfriend Eliza, but his fight with T. Hawk draws Shadowlaw's monitor cyborgs' attention. After the fight, Bison reviews the footage and decides to hunt Ken, hypnotizing him to entangle Ryu in a deadly trap.

Vega ambushes Chun-Li in her high-rise apartment and fights fiercely. Chun-Li defeats Vega by kicking him through the apartment wall to his apparent death, but her injuries leave her comatose. She is rushed to the hospital for life-saving care.

Chun-Li remains hospitalized as Guile rushes her to care and learns from Interpol that Ryu and Ken are major targets of Shadowlaw. This revelation raises the stakes for the mission against Bison and his syndicate.

Shadowlaw targets both Ryu and Ken, and Bison hypnotizes Ken to use him as a weapon against his old pupil. The trap sets the stage for a dramatic confrontation that tests their loyalty and resolve.

Guile travels to Thailand to warn Ryu, who is training in the mountains with E. Honda. Ryu remains focused on his training as Shadowlaw closes in, continuing to suppress his Ki to avoid detection.

Bison finally confronts Guile and Ryu in the mountains, sending the hypnotized Ken to attack. Ryu initially resists the mind control, while Honda battles Balrog nearby and Guile is overpowered, though Bison spares his life.

Memories of their past empower Ryu to break free from Bison's mind control. Bison then unleashes Psycho Power on Ken, before Ken taps into his master's Ki to mend his injuries and rejoin the fight.

Ryu and Ken unite to overpower Bison, dealing a decisive defeat. Honda defeats Balrog and rescues Guile, stabilizing the human side of Shadowlaw's threat.

The United States Military locates Shadowlaw's base and destroys the entrance, effectively dismantling Shadowlaw's operation and arresting many of its subordinates. Shadowlaw's worldwide threat collapses as the base falls.

Chun-Li recovers from her injuries and reunites with Guile in the hospital, celebrating a mission that succeeds in stopping Shadowlaw's plans. The team reflects on their victory and the cost of their battles.

Ryu and Ken part ways once more, continuing their journeys as lone warriors. However, Bison survives the earlier clash and ambushes Ryu on a road, signaling that their rivalry is not yet finished.
