Based on the popular video game, the film follows Terry Bogard, who is fighting abroad when a determined boy named Tony, hoping to become his student, follows him despite objections from his mother and Terry. After Terry is defeated by a far stronger foe, he falls into depression and alcohol. While his friends chase the new menace, Tony works to restore Terry’s confidence, realizing he alone must defeat the ruthless enemy.
