Bhavuji, a ruthless MLA and crime boss, wanted Rathnavel Pandian dead because the honest IPS officer was actively fighting his corruption. Rathnavel had been assigned to Devipur to confront the criminal network run by Bhavuji, who controlled both politics and crime in the town. When Rathnavel intervened to stop Munna (Bhavuji's son) from kidnapping and assaulting a police officer's wife, and later caused Munna's death during his release celebration, Bhavuji ordered his brother Bhadra to eliminate Rathnavel.

Early in the film, Bhavuji receives news that Rathnavel is alive and rushes to exhume his grave, showing the depth of his obsession with ensuring Rathnavel's death.

After Rathnavel was attacked and presumed dead, the police needed to protect his young daughter Divya from Bhavuji's retaliation.
