In Hong Kong, Vendetta, led by Ma Sai-kwan (codename Maverick) and Blizzard, launches a bombing at the education bureau, drawing immediate police scrutiny. The attack establishes Vendetta as a formidable threat and kickstarts the citywide manhunt. The incident also signals that public institutions are now in the terrorists' crosshairs.

Four months after the education bureau bombing, Poon Sing-fung, a former Explosive Ordnance Disposal officer who lost his leg in a rescue mission, is outraged by the police's betrayal of him. He openly joins Vendetta and aligns with their violent agenda. His past with the police becomes a catalyst for his new loyalty to the group.

Security identifies Poon placing a bomb at a hotel, triggering a chaotic confrontation. The device explodes, leaving Poon unconscious and turning him into a prime suspect in the attacks. The incident compounds the investigation and casts doubt on his loyalties.

Poon regains consciousness in a hospital with no memory of the bombing, complicating investigators' efforts to determine who he really is. He escapes during an interrogation, fueling suspicions about his true role. His memory loss becomes a central political and criminal puzzle.

Pong Ling and Lee Yiu-sing are assigned to uncover the bomber's identity and Blizzard. Vendetta operatives are sent to retrieve Poon from the hospital but are killed by Lee and his team. The hospital becomes a battleground between security forces and Vendetta sympathizers.

Poon corners Pong Ling, who reminds him of his past life as a model EOD officer and hints at Vendetta's manipulation. Poon is revealed to be Blizzard in part, though he claims undercover motives to thwart Vendetta. Tung Cheuk-man, Poon's best friend, is shown as an ally caught between loyalty and truth.

Poon receives a message tied to inspiration magazines from Al-Qaeda and meets Ma Sai-kwan along with Money, Slave, Sniper, and Rhino to plan another strike. Vendetta targets high-profile sites, aiming to maximize casualties and disruption. The threat is intensified by the revelation that the Davy warhead may be involved.

Sniper is deployed to plant a bomb in the city, threatening a massive blast that would devastate a large area. Pong Ling's team scrambles to respond as Chan is severely wounded and Tung survives only thanks to his armor. The engagement ends with Sniper's death, but the danger remains imminent.

Feeling betrayed, Ma traps Poon using a Mastermind board, pressuring him to recall his true identity before he leaves Vendetta. Poon expresses a desire to withdraw, complicating the internal dynamics of Vendetta. Pong Ling and Tung Cheuk-man coordinate efforts to keep Poon under control.

Poon succeeds in recalling Ma's Mastermind sequence, allowing Tung to break him free. He reveals to Pong and Tung that Vendetta plans to bomb the IFC building and Hong Kong airport, and that the Davy device is a small nuclear warhead. The team rushes to intercept the impending catastrophe.

Ma and his men raid the IFC, attack the MTR, and hijack an Airport Express train, using hostages to slow the police pursuit. The coordinated assault stretches security forces to their limits. Redemption and disaster hinge on whether authorities can halt the bombs in time.

Lun Ting-pong and Fat Sze defuse a rigged van in the IFC parking garage and eliminate Money and Slave. Lun intercepts the other train carrying a second bomb and plans to ram it into the water to sink the explosives. The stakes escalate as police close in on the remaining threats.

Pong Ling leads a CTRU raid on the control station, targeting Rhino's men. The operation eliminates the threat surrounding the Davy device's placement. Rhino, facing imminent capture, commits suicide rather than surrender.

Poon and Tung sacrifice themselves to destroy the bridge and stop the train under a severed roadway. Lun assists by steering the train toward the water, causing a massive sink and a devastating explosion moments later. The act neutralizes the immediate threat and prevents a city-wide catastrophe.
