One year after Hideyoshi's death, Sumitomo, president of the All Japan Liquor Merchants Association, announces plans to open a new gentleman's club in Yokohama. The move signals a fierce entry into the Yokohama nightlife scene. The announcement sets the stage for a turf war between rival groups.

Tatsuhiko, a Burst scout, moves from Shinjuku to Yokohama to recruit girls and expand Burst's presence. He immediately runs into resistance from Masaki Taki, who also seeks to recruit for the opening of the new club. The move intensifies the competition between the two agencies.

Seki returns to Yokohama after 12 years in exile, having taken the fall for a murder. His return is treated as a declaration of war by Taki, who uses Inspector Sunako and President Tasaka to push Burst out. The stage is set for renewed conflict in Yokohama.

Taki orders the Wizard agency to seize Burst's territory in Shinjuku. They succeed in destroying Madame Ryoko's club, signaling a decisive blow against Burst. The turf war expands beyond Yokohama to Shinjuku.

In a dispute over money and territorial control, Taki shoots President Tasaka. The killing escalates the conflict between the rival factions and deepens the rift within the Monbu group. Taki's act triggers a response from the other sides.

The All Japan association holds a beauty contest in Yokohama to showcase talent and potentially sway the turf war. Burst has only half as many girls recruited as the Wizard agency, complicating their chances. Madame Ryoko sends the girls from her destroyed club to compete in Yokohama.

Burst ultimately wins the beauty contest, but Tatsuhiko has already left early to protect his old friend Yosuke. The victory does little to ease the mounting tension between Burst and Wizard. The contest marks a temporary shift in momentum during the turf war.

Taki's girl begins a relationship with Yosuke, which Taki permits as long as Yosuke continues dealing drugs. Yosuke becomes increasingly hooked and plans one final deal before retiring from the business. The drug trade exacerbates the danger surrounding both groups.

Fearing for his life, Yosuke is told to run after the deal, but he wants to stay. When Taki arrives, Seki defends Yosuke and confronts Taki about being expelled from Yokohama 12 years earlier. A gun falls from Taki's pocket and is picked up by Yosuke.

Tatsuhiko fights Taki, and Taki reveals that he has missed him. He designates Seki as the new boss of the Wizard agency and hands him the keys to his office. The power shift cements Seki's rising influence in Yokohama's underworld.

Yosuke hesitates to shoot Taki, but others urge him not to. Instead, Arai of the Monbu group shoots Taki and claims he will surrender to the police. Tatsuhiko flees with Yosuke, leaving the immediate clash behind.

Hayama confronts Yosuke and refuses to let him rejoin Burst after learning of Hideyoshi's death. A fight with Tatsuhiko ensues, and Yosuke finally confesses that he was the one who killed Hideyoshi. The truth reshapes loyalties in Yokohama.

In Taki's office, Seki finds a letter from Taki detailing plans to flee Yokohama, echoing his own past. The letter ends with Taki acknowledging that Yokohama should be returned to Seki. This discovery seals a shift in control over the city.
