In Cape Town, South Africa, ex-CIA NOC operative turned traitor and international criminal Tobin Frost acquires a data storage device from a rogue MI6 agent named Alec Wade. After a sudden attack by mercenaries led by Vargas, Wade is killed, and Frost finds himself cornered, ultimately surrendering to the American consulate for his safety.

Once in custody, Frost is moved to a local safe house managed by the inexperienced agent Matt Weston, who is grappling with the chaos of his first low-level posting. The situation intensifies when a team led by veteran agent Daniel Kiefer arrives to interrogate Frost. The tension reaches its peak as Weston uneasily witnesses Kiefer’s brutal tactics, including waterboarding. Suddenly, the power goes out, and disaster strikes as Vargas and his heavily armed crew launch a fierce attack, resulting in the death of Kiefer and his team.

In the midst of the chaos, Weston manages to escape with Frost, but the danger is far from over. He contacts his superior, David Barlow, at CIA headquarters, where orders are given for him to stay hidden with Frost. Weston informs his girlfriend, Ana Moreau, who is unaware of his CIA ties, to leave her home for her own safety.

Meanwhile, Barlow sends Weston to Cape Town Stadium to collect a GPS device which leads to another safe house. The tension escalates when Frost creates a diversion and manages to disguise himself, evading capture while Weston finds himself detained by police but eventually escapes. The complications deepen when Frost confronts Weston, aiming a weapon but ultimately sparing him with the chilling comment, ”> I only kill professionals.”

Weston is soon called to the nearby American embassy for a debriefing but prioritizes meeting Ana, revealing his true identity as a CIA agent and urging her to return to Paris to ensure her safety. His pursuit of Frost leads him to a dangerous shantytown where Frost is meeting with an old contact, Carlos Villar. Another assault by Vargas leaves Villar dead, but with Weston’s unexpected assistance, Frost narrowly escapes again.

As Weston delves deeper, he learns that Vargas is actually working for the CIA, which is desperate to recover the data storage device containing sensitive Israeli intelligence about corrupt officials and covert transactions involving multiple intelligence agencies. This shocking revelation implies that Weston’s own superiors could be involved too.

In a harrowing turn of events, Weston takes Frost to a new safe house, where he confronts housekeeper Keller, keeping him at gunpoint due to his growing mistrust of the CIA. However, their encounter culminates in violence, leaving Weston severely injured. Just as things seem to unravel, Linklater arrives with Barlow, but soon falls victim to Barlow’s betrayal—revealed as Vargas’ employer.

The dramatic climax sees Frost confront and eliminate Vargas and his men, but suffers fatal injuries from Barlow, who Weston eventually kills in a desperate resolution. In a final exchange, Frost hands the incriminating file to Weston, acknowledging him as the better man just before succumbing to his wounds.

Back in the United States, Weston faces a moral crossroads with CIA Deputy Director Harlan Whitford, who pressures him to suppress damaging information from his report. However, Weston resolutely denies ever learning the file’s whereabouts. In a bold act of defiance, Weston leaks the information to the media, exposing numerous intelligence personnel, including Whitford, to public scrutiny.

As he walks the streets of Paris, Weston catches a glimpse of Ana, who reads a note from him. Their eyes meet, and with a shared smile, a glimmer of hope lingers in the air before Weston moves on, leaving the past behind.
