Beauregard 'Bo' Lockley, a new kind of undercover detective in New York City, is tasked with locating a missing young woman. He is not told that she is actually an undercover officer on a dangerous assignment. The case pulls him into a covert operation that tests loyalty and judgment.

Lockley discovers the woman living with heroin dealer Thomas 'Stick' Henderson in the Times Square area. She tries to manage the arrangement and arranges to meet Lockley the following morning. The situation underscores the peril intrinsic to undercover work.

The woman misses the scheduled meeting the next morning. Lockley goes to their living place and a confused shoot-out erupts, during which he accidentally shoots the undercover officer dead. The tragedy sets off a spiral of pursuit and blame.

Lockley chases Henderson through the streets into the Saks Fifth Avenue department store. The pursuit culminates in the two men being trapped in an elevator between floors, guns drawn on each other. The confrontation becomes a tense stand-off.

Inside the elevator, Lockley and Henderson exchange terse negotiations and a grim partnership forms in that enclosed space. They attempt to exit through a ceiling trapdoor as police close in around them. The heavily armed officers shoot Henderson, ending the immediate danger for the police but sealing the tragedy.

Back at police headquarters, leadership scrambles to minimize embarrassment. They claim Lockley, the missing woman, and the dealer were in a lovers’ triangle and that Lockley acted out of jealousy. The lie serves to protect reputations rather than uncover truth.

Lockley is charged with first-degree murder and held as the case unfolds. His partner, Richard 'Crunch' Blackstone, visits him at The Tombs, trying to understand what happened and what will become of them.

Police leadership decides to shuffle detectives and ultimately drops the charges against Lockley, all without informing him or Crunch. A senior member mutters that they will see what happens next, signaling uncertainty and a lack of accountability.

With the charges dropped and the truth obscured by internal politics, Lockley’s fate remains unresolved in the public eye. The department’s actions overshadow justice and leave colleagues and observers wondering what truly happened.

A final voiceover reveals that Lockley was found dead in his cell at 8:55 PM, hanged with a noose made from a torn bedsheet. The film closes on a somber note about corruption, tragedy, and the risks of undercover policing.
