Shane Cooper, played by Ryan Kwanten, is a young police officer who moves to the quaint town of Red Hill with his expectant wife to build a new life. On his very first day on duty, he feels the cold shoulder from Old Bill, portrayed by Steve Bisley, the head of the local police force. Bill’s scorn stems from Shane’s struggles with his firearm, particularly after a traumatic incident where he hesitated to shoot an armed young boy, resulting in Shane being injured while on duty.
As Shane embarks on his first assignment, the town learns of an imminent threat: Jimmy Conway, a notorious convicted murderer and former prisoner whom Bill had previously arrested for the death of his wife, has escaped and is expected to return to town for vengeance. In a move fueled by fear and aggression, Old Bill instructs his officers and a group of civilians to arm themselves and take a shoot-on-sight approach against Jimmy.
