A powerful smuggling syndicate wields influence over Kochi, corrupting customs and police officials who try to intervene. Brutal murders of investigators create fear and stall the crackdown, plunging the city into political crisis. The stage is set for outsiders to be brought in to salvage the case.

Ashoka Varma, an honest police officer, is killed while gathering evidence on the smuggling case. His death intensifies the crackdown and deepens the political crisis gripping the region. The loss shocks the force and raises the stakes of every subsequent lead.

With the case stalling, the home minister brings in two outsiders, Ramdas (Dasan) and Vijayan, to Kerala to lead the investigation. They arrive professing themselves as top detectives, though still lacking local trust. Their mandate is to expose the gang and push the case forward.

During an evening meal at a restaurant, Dasan overhears a conversation and mistakes Isaac and Prof. Vidyadharan for the killers. They decide to shadow the bird-watchers to gather clues. This misdirection drags them toward Prabhakaran Thampi, the gang’s elusive boss.

They follow Isaac but are shot at and ambushed. Thampi’s men capture them, but he arrives and rescues them, posing as a philanthropic businessman. The encounter forces Dasan and Vijayan to recalibrate their target and proceed with caution.

Deciding to deepen their cover, Dasan and Vijayan become Mapilla umbrella repairmen to get close to Isaac. Their disguise creates awkward moments and tests their ability to blend in with the locals. The charade marks the transition from hunter to undercover operative.

Vijayan's fake beard is spotted by Shobha, who suspects them of theft. She raises the alarm, and the duo escapes but leaves a trail. This close call foreshadows the fragile relationship between the duo and the locals.

Undeterred, the duo disguise themselves as parrot Tarot diviners to get closer, but Shobha recognizes them again and alerts the crowd. The locals seize them and hand them to the police, creating a public confrontation. Shobha later learns the truth about them and grows sympathetic.

Shobha discovers that Dasan and Vijayan are not legitimate detectives. She also uncovers that her husband, a customs officer, was murdered just days before his probation, explaining why his 'dying in harness' job never materialized. The revelation deepens her resolve to see justice done.

The detectives inform their superiors and Prabhakaran that they know who the killer is, triggering Thampi’s anger. To deter the investigators, Thampi sends masked men to attack them at their home. The violent backlash marks a turning point in the pursuit.

Vijayan goes undercover as a servant at Thampi’s house, which sits next to Isaac’s home. Ananthan Nambiar arrives, a jailed ally of Thampi seeking a fake passport to flee the country. Nambiar is later hidden in a copra warehouse, escalating the conspiracy.

At the copra warehouse, a chaotic final confrontation erupts as the CIDs, Isaac, and Vidyadharan confront Thampi and Nambiar. They discover Isaac is a bird watcher, not an accomplice, and band together to subdue the criminals. With the gang captured and the government praising the CID team, Shoba is granted the dying-in harness post.
