Shanker, a government contractor, has spent ten years fighting to get his work bills approved. On a routine trip to the secretariat to clear his payments, a night of rage leads him to tear down the ruling left party’s flag and mast in his hometown. The morning after, Satyan, the local area secretary, and his comrade Chandran deliberate over who could have broken the flag and quickly pin the blame on Padmakumar and his henchmen, setting the stage for a tense political backdrop.
Meanwhile in Delhi, a terrorist leader orders accomplices to Kerala to deliver a costly diamond to Aseem Bhai. In Ramankotta, Niranjan plays Nandakumar, an idealistic youngster preparing for his police entrance exam, who boards the bus to Ramankotta—the same town where Shanker, Satyan, and his senior leader Vattavila Raghavan have influence. The terrorists also board the same bus to make the delivery, and the vehicle becomes a scene of chaos when Damodaran, a former KSRTC employee now treated as a mental patient, hijacks it. SI Thankachan steps in, subdues Damodaran, but the terrorists open fire in the air to escape. In the confusion, one of them hides the diamond inside a bike’s petrol tank, a bike that Shanker had left at the roadside earlier when he ran out of petrol.
Nandakumar, already running late for his exam, ends up getting a ride from Shanker after Shanker refuels the bike and resumes his journey. The terrorists’ effort to retrieve the diamond from the bike fails because Nandakumar has already moved on. At Ramankotta, a political meeting unfolds about the flag incident. Satyan delivers a fiery speech about restoring the flag and points fingers at political rivals. Shanker and Nandakumar cross paths as they narrowly avoid another collision, and in a comical yet poignant moment, Nandu accidentally breaks the flag and mast again. He is beaten by party goons and misses his exam, sparking a heated outburst at the police station where he rails against the incompetence of the left, right, and center. Shanker visits Nandakumar and reveals a plan to get back at Raghavan and his party. Through a flashback, Shanker recounts past harassment by Raghavan and his party, including a fake corruption case that left him financially crushed and driven to the brink when his wife commits suicide. He reveals how a court victory was overturned on appeal, pushing him deeper into hardship. Nandakumar opens up about his own past, including a troubled romance and a violent incident he keeps secret from his girlfriend, who later grows distant, choosing a colleague who appears more fearless. This shared history convinces them to team up, with a bold idea: contest a by-election in Ramankotta against the three major parties, aiming to expose hypocrisy and secure a seat for themselves.

The hijackers who hid the diamond in the bike identify it and recover the bike, taking it to Aseem Bhai, but a crash disrupts the scheme when the accelerator cable jams. The diamond lands in the hands of an ex-Naxalite who hangs around the town center, complicating the plot further. The next day, Shanker leverages the incident to claim that he is being threatened, framing the larger political theater around him. SI Thankachan arrests Chandran for burning Shanker’s bike, and the ex-Naxalite confirms the local goons’ involvement.

The terrorists, with Aseem Bhai, had also planned to blow up the Palarivattom Bridge, but the structure collapses on its own earlier due to corrupt construction practices linked to the congress party leader’s brother-in-law, forcing the plot to change course.
