In the present, Eiji Hino [Shu Watanabe] battles three Mole Imagin until the monsters pull a nearby boy named Naoki [Fumiki Yoshikawa] into a dangerous time leap, sending them hurtling to November 11, 1971. Kotaro Nogami [Dori Sakurada] and Teddy [Daisuke Ono] ride the DenLiner to chase the anomaly, quickly concluding the Mole Imagin have slipped through time to that exact moment. Eiji Hino’s ally Ankh [Ryosuke Miura] convinces him to join Nogami’s mission aboard the time-traveling train, but the DenLiner’s owner [Kenjirou Ishimaru] cautions them to stay aboard and avoid altering history. The mood is tense, the clock is ticking, and every decision could ripple into a future no one can predict.
In 1971, Nogami eliminates the Mole Imagin as Ankh attempts a daring theft of Core Medals from the living machines. Eiji Hino pursues him, and the DenLiner’s Imagin crew closes in, retrieving the stolen medals. Yet an unforeseen slip occurs: Ankh drops a Cell Medal, which a Shocker Combatman finds and presents to General Black [Seizō Fukumoto]. The thread of fate tightens as the timeline pulls back toward danger and betrayal.
Returning to the present, Ankh and Eiji Hino pursue Naoki and his friends Mitsuru [Yuki Imai] and Shigeru [Roi Hayashi] after a casual pickpocketing encounter, only to collide with Shocker-aligned police officers. The group escapes and reunites with the kids, but the truth of Shocker’s reach becomes clear: they have already seized control of Japan and have merged with the enemies of various Kamen Riders to form a plan to dominate the world. The Shocker Police trap them again, forcing a tense escape while Hino stays behind to fight, until he is overwhelmed by Shocker’s elite riders—Kamen Rider #1 [Hiroshi Fujioka] and Kamen Rider #2 [Takeshi Sasaki].
Rescue arrives in the DenLiner, and the truth lands hard: Shocker found a Core Medal in 1971 and fused it with the Cell Medal Ankh dropped to create the Shocker Greeed, a force strong enough to defeat 1 and 2 and devastate their momentum. Hino offers to keep fighting, but Nogami drops him off at a different point in time, where he meets Hina Izumi [Riho Takada] in the altered present. More troubling still is the revelation that Mitsuru, Naoki, and Ankh remain by their side, hidden in the shadows of the changed world.
Back in the past, Nogami recovers the Cell Medal, but Ankh again drops another, this time found by Nokko [Yuri Tsunematsu], a Kamen Rider Scout who mistakes the DenLiner crew for Shocker agents. She reunites with her fellow Scouts, yet Black seizes the Cell Medal. Nogami and Momotaros [Toshihiko Seki] battle Black’s forces while Mitsuru and Naoki escape with the Scouts. The Riders fashion a plan: 1 and 2 shield the escapees and deliver Black a fake Cell Medal with a transmitter to pinpoint Shocker’s headquarters while Nogami destroys the original Cell Medal.
The group arrives at Shocker’s headquarters, only to realize they’ve walked into a trap. Black conjures the Shocker Greeed to assault them, while outside the DenLiner endures a brutal assault that forces the train to retreat. Naoki and Teddy manage to board briefly, but they jump off to save others as the DenLiner returns to the altered present and rejoin Hino. The two worlds collide as Hino and Nogami are captured, and the others flee to a spare hideout where a time capsule holds a letter from Naoki. It reveals Teddy’s selfless sacrifice—he gave his life to get Naoki, Mitsuru, and Ankh to safety. Shocker presses the attack again, capturing Momotaros and Ankh while Izumi and the kids make a narrow escape.
The next day, Shocker moves to publicly execute their captives. Shigeru returns Hino’s Rider gear, and soon 1 and 2 appear to help unravel the conspiracy. A turncoat Shocker scientist has undone the brainwashing that bound the Riders, triggering a wave of public rebellion. The captive riders are freed just as a coalition of allies—Kikaider [Tomokazu Seki], Kikaider-01, Inazuman [Inazuman’s voice comes via Hideo Ishikawa], and Zubat [Hiroshi Miyauchi]—joins the fray to repel Black and the Shocker Greeed. The Great Leader of Shocker overwhelms the Riders, but Hino gains new Rider powers and manages to weaken him. The Great Leader finally transforms into Rock Great Leader, but the surge of Riders swells until they destroy him.
In the final turn, the truth comes full circle: the scientist-evolved Naoki reveals himself as an older Naoki who once lived in the past, married Nokko, and became Mitsuru’s father. With the threat neutralized, Hino bids farewell to Nogami and the DenLiner continues its journeys, leaving behind a world saved—at least for now—and a headline you can read in the pages of tomorrow.
