When Marine forces led by Rob Lucci intervened and Spandam seized Luffy, Sabo stepped in to thwart Lucci's agenda and give Luffy an opportunity to recover. His appearance provides crucial backup during the chaotic climax.

No, the self-destruct mechanism was a deception. After the Straw Hats defeated Tesoro, Carina announced Gran Tesoro was going to self-destruct and convinced them to leave without her. However, this was a ruse, the countdown was fake, and Carina remained behind to take control of the now-liberated city. The Straw Hats sailed away believing she was sacrificing herself, only to realize later that she now rules Gran Tesoro.

After Tesoro dispatched CP-0 agent Spandam to appeal to the World Government, Marines were sent to capture the Straw Hats, viewing them as criminals threatening the stability of the New World. Rob Lucci, a powerful CP-0 agent, led the Marine forces. However, their true target became unclear during the battle, as they ended up opposing both the Straw Hats and Tesoro, creating three-way conflict.

Luffy uses his Gear Fourth technique, transforming his body into a massive, balloon-like form with immense destructive power. He overwhelms Tesoro's golden golem, pummeling through its defenses. When Tesoro attempts to strike back with a massive gold tendril, Luffy destroys it with a single blow, defeating the villain.
