Deputy Minister of Internal Affairs Maria Arkhipova pushes a bold police reform based on combat drones. She watches a Holt International drone outperform a human team in neutralizing targets, though she remains cautious about signing a contract. The demonstration lays out a future where machines share the load of law enforcement.

On a date with journalist Yulia Pchyolkina, an assassin strikes at close range. Grom pursues the masked attacker, but the duel ends with him being knocked out of a window. A key clue remains—the attacker bears the inscription “15:26” on his hand.

Following the date incident, terrorist attacks strike the city: the Alexandria Column explodes and Peterhof is targeted. Grom's heroism is questioned as public opinion shifts to contempt, with Ghost demanding Grom’s resignation or more carnage will follow. Grom refuses to back down and vows to continue the pursuit.

Pchyolkina publicly reveals Ghost’s identity, prompting authorities to locate Volkov’s base in an abandoned building. The assault unfolds, and Prokopenko is found inside the structure and dies in a Volkov-triggered explosion. Grom’s anger fuels a dangerous escalation toward Razumovsky’s psychiatric hospital.

In a rage, Grom storms Razumovsky’s psychiatric hospital seeking answers about Volkov, brutalizing a patient in the process. He is restrained and brought to Rubinstein, who reveals Razumovsky’s split personality as a color-shifting iris signals his inner conflict. Dubin discovers Razumovsky authored the computer virus that disabled the drones. Grom, Pchyolkina, and Dubin kidnap Razumovsky from the hospital and escort him toward Volkov, hoping the prisoner can shed light on the mastermind behind the attacks.

Razumovsky halts the countdown and defuses the metro bombs, restoring the drones’ functionality. He is momentarily possessed by a second persona, the Bird, who shoots Volkov and reveals a vengeful plan. The drones retaliate against those connected to Grom; Razumovsky sacrifices himself, turning off the devices only as he dies.
