Dindayal, widely regarded as an honest, wealthy, and kind-hearted man, conceals a dark and dangerous secret behind his respectable facade. In reality, he is a notorious crime boss known as LION, who is responsible for fostering widespread black-marketing, smuggling, and robbery operations within the city. His true nature and illicit activities remain hidden from everyone, not even from his closest ally, Shatrughan Sinha, who plays the role of Prabhakar, an upright and courageous police inspector.
The city and the entire state are plagued by chaos and corruption, prompting Premnath Malhotra, who portrays IG P.N. Khanna, to express deep concern and push for action. Khanna, who treats Prabhakar like a son and his grandchildren like family, pleads with the government to bring the honest officer back to restore order. Upon his return, Prabhakar begins a relentless campaign against the criminals, wielding his determination and integrity to make significant arrests. Tragically, while preparing to expose Dindayal’s nefarious deeds publicly, Prabhakar is betrayed and murdered by Dindayal's henchmen. Before dying, he leaves a cryptic clue for the police to catch the villain, but the message remains indecipherable, leaving the authorities perplexed and unable to bring Dindayal to justice. This devastating loss leaves Khanna heartbroken and despairful, feeling that all hope is lost.
In his search for justice, Khanna learns about a fierce prisoner named Kalicharan, played by Danny Denzongpa, who strangely resembles Prabhakar. Despite his beastly exterior and reputation, Khanna visits him, hoping to find a way to use him to fight crime. He even arranges for Kalicharan’s release and takes him to a hill station, attempting to reform him. However, Kalicharan proves to be a difficult challenge, resisting change at first.
It is ultimately Prabhakar’s sister, played by Reena Roy, who manages to break through his tough exterior and win his trust. Kalicharan, whose past includes the murder of those who assaulted his sister, is driven by a desire for justice and vengeance. He is also seeking the elusive Shetty, a fellow circus performer turned killer who was involved in a crime circle that led to his sister’s suffering.
