In the bustling city of San Francisco, Lt. Tuck Pendleton makes a life-altering decision to resign from the U.S. Navy. His resignation comes just as he is selected to participate in a secret miniaturization experiment, aiming to push the boundaries of science.

Tuck goes through the miniaturization process inside a submersible pod, but the experiment takes a shocking turn. He is accidentally shrunk to microscopic size and trapped inside a syringe meant for laboratory animals.

While chaos unfolds in the lab, Dr. Margaret Canker and her associates crash the experiment with the intent to steal the groundbreaking technology. Their sudden arrival leads to a frantic series of events that disrupt the entire operation.

Ozzie Wexler, the experiment supervisor, attempts to escape with the syringe containing Tuck. In a tragic moment, he is shot while trying to protect the vital technology, and in an act of desperation, injects Tuck into an unsuspecting man.

Jack Putter, a clumsy grocery clerk, becomes the unwitting host for the miniaturized Tuck after the injection. As Tuck regains consciousness, he mistakenly believes he has been injected into a rabbit, creating immediate confusion.

Their investigation leads Jack and Lydia to a local nightclub where they confront The Cowboy. In an elaborate scheme, Tuck utilizes the pod's technology to disguise Jack as The Cowboy, allowing them to infiltrate Victor Scrimshaw's group.
