Twenty years earlier, at Flemner Air Base, pilot Leland 'Buzz' Harley loses control of his aircraft during a routine training flight. In a desperate attempt to save himself, he ejects, inadvertently leaving his co-pilot Dominic 'Mailman' Farnum behind, who meets a disastrous fate.

As Mailman crashes into the jungle, he becomes entangled in branches, making him look like a deer. Mistaken for game, he is targeted by a hunter's rifle, setting the tone for the comedic misfortunes to follow in the story.

Fast forward to present day, Topper Harley awakens from a haunting nightmare about his father's tragic past. This emotional baggage weighs heavily as he navigates his current life and responsibilities.

Topper is approached by Lt. Commander Block, who urges him to rejoin the U.S. Navy for a covert mission known as Operation Sleepy Weasel. Initially hesitant due to his previous discharge for insubordination, Topper is persuaded to return.
