In the late 20th century, a devastating nuclear war leaves Earth a desolate, post-apocalyptic wasteland. Fallout has rendered most humans sterile, so fertility becomes a top priority for the surviving government. Humanity also shares the planet with a race of mutant amphibians who have been exiled to the desert and forbidden from possessing firearms.
Sam Hell, Roddy Piper, a wandering scavenger, is recruited by the provincial government to serve as a human stud—a scarce role given the widespread sterility. The authorities trace a trail of pregnant women left in his wake and conclude that he is one of the few remaining fertile men. A protective codpiece is strapped to his groin to monitor his physiosexual condition, locked by an electronic mechanism that keeps him tethered to his mission.
When the mutant amphibians arm themselves and seize a group of fertile women, Hell is ordered to infiltrate their city, Frogtown, with the aim of rescuing the women and ensuring they become pregnant. He is accompanied by nurse Spangle, Sandahl Bergman, and corporal Centinella, Cec Verrell. On the way, Hell discovers that escaping is not simple—the codpiece will deliver a shock if he strays too far from his companions, forcing him to rely on Spangle despite her initially cold demeanor.
As the journey unfolds, the pair’s brittle alliance begins to soften, and they grow closer even as danger looms. Upon reaching Frogtown, the group is captured. The amphibians’ second-in-command, Bull, Nicholas Worth, tortures Hell and tries to remove the codpiece with brutal methods. Meanwhile, Spangle is forced to work as a slave and perform for the frogs’ Commander Toty, Brian Frank, testing her limits and resolve. The codpiece is finally removed by Bull with a chainsaw—an act that ends in tragedy when the device explodes and kills him.
With the obstacle eliminated, Hell seizes the chance to rescue Spangle and the remaining captive women. In the wake of captivity and danger, the mission shifts from acquisition to survival, and the pair—now drawn together under extraordinary pressure—find a chance at a fragile, hard-won victory amid the ruins of Frogtown.
