Kosuke Kumagai, Mutsumi Tamura, and Natsume Tonai, Asami Seto, are eleven-year-olds who have grown up almost like siblings. Their bond begins to feel strained after the death of Kosuke's grandfather, Yasuji Kumagaya, Bin Shimada.

During the summer break, Kosuke and their classmates Taishi, Yumiko Kobayashi (Taishi Koiwai), Yuzuru Tachibana, Daiki Yamashita, and Reina Hama, Inori Minase, sneak into Kamonomiya, the so-called "ghost housing complex" slated for demolition. The place teems with memories from their childhood and the time spent with Kosuke's grandfather, and the arrival of Natsume reveals the existence of a mysterious boy named Noppo, Ayumu Murase. A tense mood settles as the kids bicker and a summer rain sweeps over them.

When the rain clears, the housing complex inexplicably drifts out to sea, leaving no adults or help behind. The children must fend for themselves, wandering to other floating buildings in search of food and shelter while their makeshift world tilts toward danger. As they scramble to survive, stresses mount, and injuries and disagreements surface within the group.

A crash changes everything: their building crashes into another, creating a hole that lets water pour in. Forced to abandon ship, they fashion a raft from whatever they can find. Everyone boards except Noppo, who pushes the raft away and decides to stay. Natsume refuses to abandon him and swims back toward the sinking structure, with Kosuke giving chase but unable to reach her in time.

The classmates are split—Noppo and Natsume cling to the roof of the floating complex, while the others ride the raft. A floating Ferris wheel finally appears, and the children use its enormous wheel to pull themselves toward the building where Noppo and Natsume wait, aided by a mysterious woman who emerges from the wheel.
