An Interpol unit led by Wang Sun-Ho arrives in Hong Kong to testify against Panther Duen. The mood is tense as Hon Sun outlines the mission, while the aura of an impending rescue attempt by Tiger looms. The opening sequence foreshadows how quickly loyalties and plans can unravel.

The escort guarding Panther mutinies to rescue him, but a mistaken civilian is tagged as a criminal in a chaotic misfire. The truth surfaces that the convoy being guarded was a decoy. The Interpol team flees in a van to chase the real convoy.

A surveillance squad led by Ko Tung Yuen ambushes the convoy transporting Panther. Seven officers are killed, and the operatives’ superior training enables Panther’s escape. The Interpol agents arrive too late to prevent the ambush and chase.

Hon Sun rebukes the team for disobedience but lets them off the hook. Lok visits his sick brother, Ho pursues his own investigations, and Jie, Suet, and Jun meet Kong Long, a retired officer with unresolved trauma. The groundwork for hidden motives starts to unfold.

Kong Long explains a past operation where Tiger killed Dominic, costing the lives of six officers and involving Kong’s failed timing. Petros reveals his own vendetta against Panther for his brother’s death. The motives for the mounting conflict become clearer.

The squad practices marksmanship and coordination at a local bar to build cohesion under pressure. The montage reinforces their resolve to counter the formidable operatives later on. Confidence and camaraderie begin to form among the newcomers.

Captain Ko meets Petros in a cafe to lay out two phases: monitor the Interpol team and retrieve the microfilm. As Ko leaves, Petros spots Ho on the street and a tense pursuit ensues. He retreats to a fortune teller temple seeking a way to outmaneuver the authorities.

Petros pretends to befriend Yu Ching and endures a brutal beating by Chinese gangsters to win her trust. Yu Ching is charmed by his bravado and invites him into her home, unaware of his true mission. The uneasy alliance foreshadows the danger to come.

Ko targets Kong in a heated locker room confrontation, but Kong’s team returns just in time, forcing Ko to retreat. The fierce rivalry leaves both men marked, signaling a deeper feud underlying the case. The tension between the two escalates as the operation proceeds.

Ko, Petros, Joe, Lee Chun Pei, and Ko confront Tiger to secure the microfilm, threatening Panther’s ear as a warning. A brutal gunfight erupts, wiping out most of Panther’s Triads and triggering a high-stakes pursuit by the authorities. Hon Sun steps in to try to keep order amid the chaos.

Hon Sun assembles three HKPD sniper teams to ambush the operatives, but Yuet aggressively counters their plans. Petros eliminates two HKPD squads while Ko wipes out the HKPD command unit, and Hon Sun himself is wounded by Petros in a deadly exchange.

Ho, Lok, Jun, Suet, and Jie mount a surgical counterattack against the operatives. Yuet engages Jun in a sniper duel at a cemetery; Jun blinds Yuet with a vase and then shoots her, killing the rival marksman. Kong defeats Ko in a sword duel, and Ko ends the fight by stabbing himself.

Lok pretends to be a taxi driver to separate Ho and Yu Ching, allowing Petros to deliver the microfilm to Tiger at a cinema. Petros, enraged by Tiger’s contempt for Yu Ching, disarms Tiger and kills him after uncovering the true motive behind Tiger's actions. The microfilm takes on a new significance as the chase tightens.

Petros pursues Ho and Yu Ching in a tense pursuit, but Ho ambushes him in a laundry room where both men exchange gunfire until their magazines are exhausted. Ho kills Petros and discovers that the microfilm was hidden inside Yu Ching’s toy doll all along. The revelation reframes what both sides have been fighting for.

The surviving team members—Lok, Ho, Kong, Jie, and Jun—arrive at a bar with their wounds healed and memories heavy. They unleash a synchronized volley at the cinema screen, bringing the pursuit to a cathartic, if somber, close. The last image lingers on the consequences of a mission that spiraled out of control.
