The film opens in 1990, amid the chilling winter in Chicago, where the struggling Great Indian Circus, run by the dedicated single father Iqbal Haroon Khan (Jackie Shroff), faces foreclosure from the Western Bank of Chicago due to an unpaid loan. His young son Sahir (Siddharth Nigam) desperately pleads with the bank president Warren Anderson to keep the circus operational, insisting they will soon settle their debts. However, his heartfelt pleas fall on deaf ears, leading Iqbal to a tragic decision as he takes his own life before the heartless bankers, leaving Sahir heartbroken and vowing revenge.

Fast forward 23 years, a determined and vengeful Sahir emerges, using his circus acrobatic skills to become a notorious thief, frequently robbing the Western Bank while leaving behind a chilling message in Hindi and a mocking clown mask. Despite the exhaustive efforts of law enforcement, including Detective Victoria, he remains elusive. In a bid to capture Sahir, she enlists the help of ACP Jai Dixit (Abhishek Bachchan) and his partner Ali Akbar Fateh Khan (Uday Chopra).

Jai devises a plan to draw Sahir out by publicizing his involvement in the case, suggesting that the thief is nothing more than an amateur. Seizing the opportunity, Sahir cleverly poses as a source of information for Jai, using this guise to mislead him, all while plotting his next heist. He introduces the police to the elusive Chup Chap Charlie, a magician, to deflect attention from himself. After executing another robbery, Jai pursues him, but Sahir narrowly escapes, sustaining a gunshot wound in the process.

In a twist of fate, Sahir re-establishes the Great Indian Circus and hires Aaliya Hussain as a new acrobat. The circus debut is a resounding success, but soon after, Sahir is apprehended by police who suspect him of theft. In a tense confrontation, Jai conducts a strip search but finds no trace of the bullet wound. When confronted, Sahir retreats to his dressing room, revealing that he has a secret: an autistic twin brother, Samar, who aids him in the circus acts and orchestrates the heists.

The narrative thickens as Jai, under the pretense of a janitor, spies on Samar and befriends him, while subtly plotting to bring down the criminal duo. As Samar grows closer to Aaliya, Sahir’s anger erupts over his brother’s distractions from their shared mission. Their relationship strains when Samar goes on a date with Aaliya, leading to a heated confrontation with Sahir, who is determined to keep their focus sharp.
