Lee is taken in by Albert on a remote farm after a plague devastates adults. He grows up amid hardship, learning survival and loyalty in a world of orphans. This upbringing sets the stage for his bold choices later in the story.

Fifteen years later, Lee sets out toward the ruined outskirts of Los Angeles to join the Clippers, a famous motorcycle gang. He follows a convoy of trucks into a fenced-off facility overseen by Bolo and his crew, but flees on his motorcycle when workers close in. The confrontation marks his first gamble on joining the gang.

Lee slips into Clippers territory and meets Mick and Whitey, who rebuff his request to join. He is escorted back toward the city by Yogi as DAs close in after a failed attack by one of their own. The encounter steels his resolve to prove himself to the Clippers.

Whitey and Mick debate turning him over to Ray to preserve the no guns, no killing truce. Sammy suggests a test of combat against the DAs' best fighter to decide whether Lee will live. Ray agrees, setting the stage for a decisive showdown.

On the day of the competition, Wickings presents Sunya as a federally backed effort to rebuild the city. She tries to persuade Mick to join Sunya's cause, but he refuses. Lee faces a fierce female DA and defeats her without killing, earning his place in the Clippers.

After the match, Wickings files an electronic report accusing Bolo and Carver of using armed force to recruit workers. The government replies that such measures are authorized, escalating the Sunya operation. Whitey is later captured and killed by Bolo's men, witnessed by Ray.

Confronted by Bolo, Wickings retrieves a schematic of the facility's sewer system from her quarters. She uses it to escape, vanishing into the Sunya labyrinth. Her escape exposes the depth of Sunya's control and sets up the next phase of the clash.

During Whitey's funeral, Bolo and his men ambush the Clippers, killing many and rounding up others. The attack throws the group into disarray and forces a scramble to safety. The devastation pushes the survivors toward regrouping and retaliation.

After the ambush, Bolo's men capture Mick and begin torturing him to reveal the Clippers' location. Ray executes Ernie for betraying a friend, tightening the Sunya grip. The remaining Clippers mount a daring rescue and flee toward Albert's farm to regroup.

At Albert's farm they recuperate and rebuild bonds, with Lee and Wickings growing closer. They devise a plan to retake the city and repair their bikes for the fight ahead, with Albert joining in his restored Cadillac. The quiet sanctuary gives them time to unite their renewed resolve.

Lee and Wickings infiltrate Sunya via the sewers and free the captured Clippers, rejoining the renewed assault. As the fight rages, Albert crashes a remote-controlled explosive plane into a Sunya armored vehicle, killing Bolo and turning the tide. The group presses the attack toward Carver's offices.

Ray drives into Carver's office and crushes him, ending his control of the Sunya operation. The Clippers and DAs unite as the Clippers Corporation and seek federal recognition to govern the city, which the government then grants. Lee remains with the Clippers, while Albert returns to his farm, signaling a new era for the community.
