On the night before the conflict's conclusion, Osamu Dazai and Chūya Nakahara encounter Tatsuhiko Shibusawa, a man whose ambitions will echo into the present. Their discovery hints at a deeper conspiracy behind the mysterious trouble plaguing Yokohama. The duo's encounter foreshadows later alliances and betrayals.

In the present, a mysterious fog sweeps across nations, triggering apparent suicides among hundreds of supernatural ability-users. The events seem connected to a mastermind and the loss of control over powers. The Armed Detective Agency begins to connect the fog to Shibusawa’s plans.

Shibusawa reveals his scheme to draw out Yokohama's gifted and turn their abilities into jewels to power the fog. He has allied himself with Dazai and Fyodor Dostoevsky to execute the plan. The revelation marks a turning point for the investigation.

The night before the Agency's operation, Atsushi and Kyōka dream of fog and an orphanage door painted with a white tiger. They awake to Yokohama shrouded in fog with the city’s inhabitants missing except for ability-users. The dreams foreshadow the personal battles ahead.

Doppo Kunikida gathers the two and explains that the deaths of ability-users stem from their powers turning on them. He outlines Shibusawa’s threat and the need to confront him. The briefing tightens the agency’s resolve.
