Sixty-nine weeks before the Dark Era, Yokohama faced its most brutal clash, the Dragon Head Conflict, a deadly battle that claimed 88 lives and involved many factions. In the final moments of that struggle, Osamu Dazai and Chūya Nakahara uncovered a mysterious man named Tatsuhiko Shibusawa, setting in motion a thread that would echo through the present day. The memory of that night lingers as the city heals, but the danger is far from over.
In the modern era, the Armed Detective Agency faces a case unlike any other: hundreds of supernatural ability-users around the world appear to have died in what looks like suicides, all at once, as a strange fog sweeps across nations. The Special Operations Division quickly links these deaths to the same enigmatic figure who once haunted the old conflict, now a self-styled “collector.” The investigation deepens as the agency pieces together how a fog could be tethered to the powers of people who should be untouchable by ordinary means, turning gifts into peril rather than salvation.
Just before the agency gears up for action, Atsushi Nakajima experiences a troubling dream from his orphanage past. A door painted with a white tiger stands in a shrouded fog, an image that plagues him when he awakens. His roommate, Kyōka Izumi, also dreams of the fog, hinting that their intertwined fates are central to the unfolding crisis. The two young underdogs soon realize that Yokohama itself has become swallowed by this veil, and all non-ability users have vanished from the city, leaving the gifted to confront the new threat alone.
The pair seek guidance from their superior, Doppo Kunikida, who explains that the recent deaths aren’t random; the powers of those who wield them are turning on their wielders. Shibusawa’s long shadow has returned, this time as a mastermind whose plan blends artful manipulation with perilous ambition. The duo encounters the notorious Ryūnosuke Akutagawa in the streets, a mafia figure fighting his own ability, Rashōmon, while trying to survive a city that seems to be rewriting its own rules as the fog thickens.
Atsushi quickly deduces a brutal truth about how to subdue abilities: destroy the jewel embedded within each power. As he battles his own white tiger and watches Kyōka face her fear of merging with the demon Snow, the two realize that they must press onward, even if the path grows darker. Akutagawa is forced to rethink his strategy, testing the limits of his own control, and the two allies decide to press toward Shibusawa’s base, even as the clock ticks down on the city’s fate.
Meanwhile, Fyodor Dostoevsky becomes a dark puppeteer in the shadows, managing to acquire two jewels—the one that can summon every gifted within sight and another that can crystallize abilities after their users fall. The revelation tightens the stakes: Dazai has been covertly opposing Shibusawa all along, and he uses his wits to try to strip the jewels of their power, aiming to deprive the fog of its source. Yet Shibusawa anticipates every move and strikes [Dazai] with a poisoned knife, intending to steal his ability and fuse it into the dragon’s core—the heart of the chaos that could devastate Yokohama.
As the dragon awakens and begins its rampage, a counterstrike arrives from London: the Order of the Clock Tower unleashes a fire gifted to destroy Yokohama before the dragon can unleash a wider catastrophe. The plan nearly succeeds until Ango Sakaguchi steps in, alerting Chūya Nakahara to his allies’ precarious position. In a decisive turn, Chūya summons Corruption and destroys the dragon, reviving Dazai just as all seems lost.
The confrontation reaches its emotional and physical peak when Fyodor finishes Shibusawa, regaining Shibusawa’s memories just as Atsushi confronts the deepest memory of his own pain. The revelation explains Atsushi’s past torture at Shibusawa’s hands—the origin of his tiger power—but also marks a turning point: Atsushi accepts his abilities and the responsibility that comes with them, stepping back into his tiger form and reclaiming his strength.
With renewed resolve, Atsushi rushes to Shibusawa’s base as Shibusawa returns stronger than before to face the trio of Atsushi, Kyōka, and Akutagawa. The three unitedly push back against the threat, and their combined strength finally ends Shibusawa’s scheme, sealing the danger to Yokohama. Fyodor remains in the shadows, hinting that his broader objective is far from over, leaving a chilling sense of unease about what he might unleash next.
In the end, the city’s guardians have survived the onslaught, but the scars of the fog and the dragon linger in Yokohama’s streets. The bond between the three young heroes—Atsushi, Kyōka, and Akutagawa—has grown through pain and peril, proving that courage and cooperation can defy even the most overwhelming odds. And somewhere in the wings, Fyodor watches, plotting his next move as the fog begins to lift but never fully clear.
