Billa II

David Billa lands in a tense refugee camp at Rameswaram. He quickly befriends Ranjith, but the camp is ruled by a corrupt police inspector, Raghubir Sinha, whose intimidation fuels Billa's resolve to stand up for his friends. The encounter plants the seeds of his personal vendetta against Raghubir.

Seeking safety and a sense of family, Billa travels to Chennai to visit his widowed sister. He finds her distant due to memories of Lanka and a past that casts a long shadow over his present. The warm welcome he hopes for does not materialize.

Billa and Ranjith are hired to transport fish from Rameswaram to Chennai. Unbeknownst to them, it is a setup by Raghubir to trap them with diamonds. Billa senses the ploy, kills the pursuing cops in a high-stakes reversal, and continues toward the destination. Selvaraj, a hotel owner, blindsides Bhai but then offers them a place in his criminal empire.

Days pass as Billa's power grows; he murders Raghubir Sinha in a brothel and dispatches an arrogant immigration officer who had insulted him earlier. The brutality marks a turning point, pushing Billa deeper into Goa's criminal underworld.

Kotiswara Rao, a Goan crime lord, asks Billa to help move heroin. Billa volunteers, engages in a brutal encounter with a local thug, and takes the heroin and money to Abbasi in Panaji, who runs Goa's biggest drug cartel. Abbasi's world connects with the potent Dimitri, the Russian arms dealer.

Billa retrieves Dimitri’s arms shipment held by the Indian coast guard, earning Dimitri’s attention and a seat at the table. He ascends within Abbasi’s organization, while learning of his elder sister’s death and bringing his niece Jasmine into his life.

Billa and Kotiswara Rao travel to Russia to meet Dimitri, whose empire spans arms and influence. In Dimitri’s mansion, Billa meets the corrupted Interpol officer Jagdish, and a traumatic betrayal unfolds when Dimitri's ally Bobby is killed after being exposed as an undercover spy. The fallout deepens Billa’s rift with Abbasi.

Back in Panaji, Kotiswara Rao misleads Abbasi as Billa consolidates power by killing Bobby and aligning with Dimitri. The rivalry with Abbasi intensifies as Billa edges toward decisive control of the Goa underworld.

Tensions erupt at Goa's carnival when Billa storms out after beating Satish Kumar, triggering Abbasi’s wrath. With Ram as an ally, Billa crafts a risky plan to enter the drug business during the carnival; Ram betrays him, but Billa survives and turns the tables, killing Abbasi's men and Ram to emerge as Goa's most formidable gangster.

A romance blossoms with Sameera, Abbasi's girlfriend, complicating loyalties as Dimitri arrives in Goa. Jasmine's safety becomes a focal point as Billa asks Sameera to guide her to safety, but Sameera's loyalties shift again when she betrays him by tipping off the minister's son. The tension heightens as alliances shift.

Jasmine is captured by Koti’s men and killed in front of Billa, a brutal blow that hardens his resolve. He exacts merciless revenge on the captors and pushes the conflict toward a final reckoning in Goa.

Across the globe, Dimitri moves to destabilize and attempts to unseat Billa. Billa, Ranjith, and their team destroy a Dimitri linked arms factory, then pursue the fleeing train on a helicopter. In the climactic showdown, Billa waits on his own chopper and throws Dimitri into the void, ending the threat.

Billa and Ranjith depart the country by plane, sealing their exit from the chaos. The closing moment reveals further tragedy as Sameera, Officer De Silva, Billa's lawyer, and Minister Praveen Kumar are assassinated by Billa's men, underscoring the personal cost of his power.
