Dixie, South Louisiana, in 1983 was a veritable hotbed of crime and intrigue. Undercover officer Bud Carter, portrayed by Willem Dafoe, is on a mission to dismantle the smuggling operations plaguing his area. Following a successful bust of a significant emerald and diamond smuggling ring, led by Tommy Weiland (Christopher Denham), Bud can’t shake the feeling that there’s more at play than meets the eye.
During interrogation, Bud learns that the gang is affiliated with the notorious contract killer Jesse Weiland (Matt Dillon), who is apprehended while his wife Lynn (Amy Smart) is unexpectedly going into labor. Bud promptly sends Tommy and Jesse to prison, but the deeper he digs, the more he uncovers about Jesse’s dark dealings including dozens of unsolved murders linked to him.
To assist in his investigation, Bud enlists the help of rookie agent Martin Fitch (Chris Marquette) from the FBI. Meanwhile, Jesse’s precarious situation escalates when he discovers that his gang members are being targeted, including Tommy, who succumbs to an overdose in jail. Bud, seeking to exploit Jesse’s insider knowledge, convinces him to work together after orchestrating his bail through Lutin’s lawyer Morris (Kevin Chapman).
Jesse’s fear intensifies when Lutin (Tom Berenger), a ruthless mob boss, confronts him regarding his reckless actions and his failure to deliver on contracts, demonstrating the volatile world in which he’s entangled. In order to regain Lutin’s favor, Jesse reluctantly hands over diamonds and emeralds, realizing too late that Lutin had orchestrated Tommy’s demise.
The plot thickens as Jesse seeks to redeem himself by offering crucial intelligence to the authorities regarding the organized crime syndicate. During a meeting with US Attorney General Nokes (Bill Duke) and hesitant FBI agents, Jesse reveals a hit list with Nokes at the top, leading to his family being placed under witness protection.
As Jesse juggles covert assignments for Lutin and delivering intel to Bud and Martin, the tension escalates with violent encounters, betrayals, and a bloody confrontation resulting in devastating losses. In a dramatic twist, after a shootout leaves Jesse injured and his family in peril, he takes matters into his own hands, executing Lutin’s henchmen in a bid for vengeance.
The story culminates in a high-stakes standoff at a New Orleans hotel, where alliances are tested and brutal confrontations ensue.
