A ship makes its way toward land, where a young Willy Wonka perches atop a mast, serenading the sea. As the vessel docks, his song continues, though he generously gives away nearly all his silver coins, ultimately losing the last one down a drain. With aspirations to purchase a store, Willy prepares for a night at a park bench. However, a dog named “Tiddles” interrupts, leading a kind man to invite him to stay at his sanctuary.

Once inside, Willy finds himself drawn to the warmth of the fireplace. Mrs. Scrubit introduces him to a contract, while a girl named Noodle advises him to read the fine print. In his haste, Willy signs without hesitation, prompting Mrs. Scrubit to chastise Noodle and confine her to a coop. The following day, with a newfound resolve, Willy returns to the Gourmet store to announce his revolutionary flying chocolates. This catches the attention of three Chocolatiers, who alert the police before sampling his creation. After they mock Willy, claiming the chocolate is a disaster, they inadvertently find themselves floating.

Amidst this chaos, Willy approaches the Chief of Police for assistance, receiving a silver coin that tragically proves insufficient due to his hasty contract signing. Mrs. Scrubit demands Willy work off his mounting debt. Descending through a laundry chute, he meets others who share his fate.

That night, Noodle pays Willy a visit, revealing her longing to taste chocolate. Willy, longing to share his love of chocolate, creates a delightful treat using his chocolate-making machine and shares a heartfelt story of his mother’s culinary prowess before her untimely death, which left him seeking her secret. Moved, Noodle cherishes the chocolate but laments its scarcity. Willy generously offers her a lifetime supply, while she suggests a cunning escape plan.

Meanwhile, the Chief of Police convenes with the Chocolatiers under the cathedral, where through a lyrical chant, they conspire to eliminate Willy as competition. The next morning, Willy and Noodle devise a plan to induce a romance between Mrs. Scrubit and Bleacher, while Willy unveils an invention designed to ease everyone’s burdens, leading them to escape.

As they navigate the vibrant streets, Willy tells Noodle of a peculiar “little orange man with green hair” who persistently pilfers his chocolates, but she remains skeptical. Determined to procure more chocolate, Willy concocts a scheme to obtain milk from a giraffe. They deftly evade security guards at the zoo but chaos ensues when Willy mistakenly opens the door to a tiger instead of the giraffe. Noodle assists in getting the giraffe while revealing her true identity—her name isn’t actually Noodle; it was just a label left by Mrs. Scrubit when she discovered her in a basket.

After a daring escape, Willy and Noodle float atop balloons to the Gourmet store’s rooftop, where they joyously sing and dance until they are spotted by the police. Willy shares the truth of his chocolate-making dreams with his companions, who rally behind him in support.

However, the next day, the Chief of Police uncovers a chocolate wrapper, deducing that Willy has been eluding capture via the drainage system. As tension escalates, Willy encounters the little orange man once more, who reveals himself to be an Oompa Loompa, displeased with Willy for his cocoa theft from Loompaland. After a series of comedic events, Willy realizes he must outsmart Slugworth and confront the impending troubles.

With a heart full of hope, Willy and his friends transform a dilapidated store into a confectionery marvel, drawing crowds for the grand opening. Yet, the celebration turns chaotic when someone sabotages their delicious treats, triggering a riot that leaves the store in ruins. Alone amidst the debris, Willy is approached by the three Chocolatiers offering a bribe to leave town for good, which he reluctantly accepts.

Later, aboard a ship, Willy unexpectedly encounters the Oompa Loompa again, who is bent on reclaiming his cocoa. As Willy races against time, he realizes he must rescue Noodle, who has fallen back into the clutches of Mrs. Scrubit. The duo embarks on a wild escapade, culminating in a thrilling chocolate rescue operation involving a stolen giraffe rampaging through the cathedral.

In the crescendo of their adventure, Willy discovers a trapdoor, aiding Noodle in retrieving the essential ledger, but they face capture by Slugworth and his henchmen, leading to a perilous fate encased in a chocolate mixer. With their spirits unyielding, they hatch a plan to escape through sheer willpower.

Ultimately, a timely intervention from the Oompa Loompa brings them back to safety with the ledger. In a twist of fate, the Chief of Police and the Chocolatiers find themselves caught in their own fabricated chaos as they float away. Willy finally learns that the joy of chocolate lies not in the confection itself but in the bonds forged while sharing it.

With hearts full of newfound purpose, Willy reunites Noodle with her true mother, revealing the importance of connection and belonging, and reimagines a local castle into a wondrous factory where the Oompa Loompa takes his place as Chief Chocolate Taster. As the credits roll, audiences witness a glimpse into the fates of the secondary characters, including Mrs. Scrubit and Mr. Bleacher, who comically attempt to evade arrest by indulging in some deceptively poisoned chocolates, culminating in an unexpected final kiss.
