In 1984, the tight-knit Amish community in Lancaster, Pennsylvania, comes together to mourn the passing of Jacob Lapp. His loss profoundly affects his young wife, Rachel, and their eight-year-old son, Samuel, as they prepare to visit Rachel's sister for solace.

While traveling to visit her sister, the family stops in Philadelphia where Samuel inadvertently becomes a witness to a shocking murder. Hidden away in a men's room, he witnesses the assassination of an undercover police officer, an event that will change their lives forever.

Detective John Book is assigned to the murder case of the police officer Samuel witnessed being killed. Along with his partner Sergeant Elton Carter, they conduct interviews, attempting to piece together the mystery while Samuel struggles to recall details.

During the investigation, Samuel notices a newspaper article about narcotics officer James McFee, linking him to the crime. This discovery leads Detective Book to unravel a web of corruption that ties the murdered officer to illegal drug operations.

Detective Book receives a cryptic warning from Chief of Police Paul Schaeffer to keep his findings secret. Ignoring the warning places Book in jeopardy, culminating in a brutal ambush orchestrated by McFee, which leaves Book injured and realizing Schaeffer's betrayal.
