In 1984, a tight-knit Amish community near Lancaster, Pennsylvania, gathers to mourn the loss of Jacob Lapp, leaving behind his young wife, Rachel, and their eight-year-old son, Samuel. During their journey to visit Rachel’s sister, they find themselves in Philadelphia, where Samuel unwittingly becomes a witness to a horrific crime. While in the men’s room, he sees the cold-blooded murder of an undercover police officer, managing to stay hidden just in time.

Assigned to the chilling case is Detective John Book, who, along with his partner Sergeant Elton Carter, interviews Samuel. Though the young boy struggles to identify the killer from photos, a newspaper clipping catches his eye—highlighting the work of narcotics officer James McFee, who is later revealed to have deep ties to illegal drug operations. As Book delves into the murky depths of corruption surrounding McFee, he discovers a sinister plot involving missing evidence from a major drug bust that could link the murdered officer to organized crime.

Receiving cryptic advice from Chief of Police Paul Schaeffer to keep his findings under wraps, Book soon finds himself in grave danger when he’s ambushed in a parking garage by McFee, leaving him severely injured and realizing Schaeffer’s betrayal.
