The film is divided into two disjoint segments. In the first, Sam and his friend Gus get caught up in a chaotic fight with drug addicts, and Sam is scratched by a radioactive cat. The wound gives him extraordinary powers, prompting him to don a goofy costume and battle criminals, including the unhinged priest Cheever. The second half shifts to a group of Asian characters who engage in random, stylized fights—featuring a tall eyepatch‑wearing man and a gender‑ambiguous woman—without clear relevance to the main story, serving mainly as filler.
