Secret agent John Steed and meteorologist Dr. Emma Peel are summoned to the Ministry, where they meet the spymaster, codenamed Mother, who explains that the Prospero project—a daring attempt to influence the weather—appears to have been sabotaged by Peel. Peel insists on her innocence, and the two are ordered to work together to uncover the real culprit. The Ministry’s inner circle is unsettled by Father, Mother’s right-hand man, who claims Peel suffers from dissociative identity disorder, a diagnosis that casts doubt on Peel’s loyalty even as the investigation begins.
Their first lead takes them to Sir August de Wynter, a former Ministry scientist whose interest in weather matches Peel’s own fascination with it. De Wynter welcomes Peel and seems to form an easy rapport with her, setting a tone of uneasy alliance as the trio digs into the mystery. The inquiry leads them to Wonderland Weather, a business that can conjure heat or rain with a specialized machine. There, the investigators uncover a troubling scene: two men lie dead, both wearing teddy bear suits. The reveal expands into a darker picture: a secret society, led by de Wynter, disguises its members in those identical teddy bear outfits. Among the crowd, one figure bears an uncanny resemblance to Peel herself, heightening the danger and confusion. Steed arrives just in time to prevent a fatal plunge when the Peel double leaps from a rooftop and vanishes into the night.
A follow-up visit to de Wynter’s mansion turns perilous. The scientist’s home becomes a trap as Steed and Peel are assaulted by swarming mechanical bees. An elderly Ministry agent named Alice helps them escape the immediate danger, yet de Wynter persists and nails Peel with captivity—drugging and hypnotizing her. Peel’s attempt to break free is hampered by a shifting floor plan, making the mansion feel like a living maze. In a climactic moment, Peel smashes through a wall to reach safety, and Steed, arriving just in time, pulls her back from the brink of unconsciousness. They retreat to Steed’s apartment, where Peel awakens only to face a painful setback: she is suddenly dismissed by Steed. The moment is interrupted, however, as Father captures Peel, and Steed turns to Invisible Jones, a hidden Ministry insider, to decipher a map found at Wonderland Weather and to uncover who is orchestrating the scheme.
New evidence emerges when Jones shows Steed photographs of unsuccessful genetic experiments, including cloning, revealing that a second version of Emma Peel exists. This discovery convinces Steed that Father is collaborating with de Wynter. The life-or-death struggle intensifies when Father and the Peel clone drug and stun the real Peel, but Mother intervenes and the trio finally clashes with the conspirators. De Wynter, now wielding the Prospero device to influence global weather, confronts world leaders with a midnight ultimatum, declaring that control over the weather will come at a devastating price.
In a desperate gambit, Father and the Peel clone take Peel to a hot air balloon, intending to finish their hold over her. Peel regains consciousness and escapes during a fierce snowstorm, while Father and the clone perish when the balloon collides with a Wonderland Weather sign. Reunited, Steed and Peel share a moment of renewed partnership with a kiss, and the effort shifts back to locating the mastermind on a hidden island. Jones confirms that de Wynter is operating the Prospero apparatus from a secret base, and Peel and Steed travel there to stop him. Peel manages to defuse the device as a hurricane forms over London, and Steed engages de Wynter in a final duel, impaling him with his own cane. A bolt of lightning disintegrates the would-be weather tyrant, and the pair escape just as the base begins to self-destruct. They rendezvous with Mother on the roof of a building, where their ordeal leaves them closer than before and the promise of a new balance between duty and trust.
