Billy, down on his luck, watches a police officer write a ticket to a driver blocking a fire hydrant. The driver slips the officer cash to have the ticket destroyed. Seizing the opportunity, Billy obtains a counterfeit fire plug and a fake police badge, and sets out to profit from the scheme.
