What Happens at the End of The Tower?

How The Tower (2019) ends, what the final scene means, which earlier moments set it up and how to read the ending if the film leaves it open. The full ending explained, with every spoiler.

The ending of The Tower reveals the tragic and complex truth behind the deaths of Farah Mehenni and PC Hadley Matthews. Throughout the series, it becomes clear that the fall wasn’t simply an accident but the result of a series of reckless and racially charged actions. Farah, desperate to protect her family after being mistreated and vilified by certain officers, took drastic measures by abducting Carrie Stoddard's son and taking him onto the roof of Portland Tower. During a chaotic, emotionally charged attempt to rescue the boy, Lizzie Adama, trying to prevent further harm, ends up losing her footing. In this moment, Hadley and Farah both fall to their deaths, but the story doesn't end there.

Behind the scenes, a corruption and cover-up unfold. Kieran Shaw, a senior officer, manipulates evidence to protect himself and Hadley, hiding racist remarks and destroying proof of misconduct. Lizzie, overwhelmed with guilt and caught in a web of lies, tries to cover her tracks by claiming she was attempting to save Farah. Steve, her colleague, helps her lie during the investigation, knowing that revealing the truth could destroy lives, including Lizzie’s.

As the series concludes, it’s revealed that the official story—of an accidental fall—was a lie used to shield the real culprits and maintain the flawed system that prioritizes its reputation over justice. Lizzie’s affirmation of her integrity, alongside her decision to return to service and seek justice in other cases, hints at her hope for redemption. Meanwhile, the series underscores the tragic consequence of institutional corruption and systemic indifference, as only Sarah and Lizzie accept the bitter truth while others continue to deny it. The story closes with a poignant reminder that behind these tragic events lie uncomfortable truths that those in power refuse to face, and that only a few have the courage to confront.
