Citizens of Hamelin, who sing, aim to win royal recognition by beating rival towns. The mayor bans music and refuses aid to a flooded town. Rats swarm into Hamelin, and a piper—whose tune only children and the rats hear—offers to drive them out. Once the rats are gone, the mayor and council break their bargain, to their regret.
